LANGKAWI: UMNO Cawangan kampung Raja dan atas di Padang Matsirat disini meluluskan usul meminta mantan Perdana Menteri Tun Dr Mahathir Mohamad menyertai semula UMNO untuk menmguatkan parti itu sebagai tulang belakang kerajaan Barisan Nasional (BN).
Selain Dr Mahathir, isterinya, Tun Dr Siti Hasmah Mohd Ali turut diusul menyertai semula UMNO.
Usul itu diluluskan pada persidangan UMNO cawangan itu di Padang Matsirat di sini semalam, kata Ketuanya, Datuk Paduka Abu Bakar Taib pada persidangan akhbar di sini hari ini.
Abu Bakar berkata, usul itu dibawa oleh anggota cawangan itu, Datin Paduka Zaleha Md Gelam yang turut mencadangkan spaya Majlis Tertinggi UMNO melantik Dr Mahathir sebagai penasihat UMNO dan Barisan Nasional (BN).
Beliau yang juga Anggota Parlimen Langkawi berkata, penyertaan semula Mahathir penting untuk mewujudkan kekuatan dan perpaduan dalam UMNO.
Abu Bakar berkata, selain itu, mesyuarat turut mencadangkan supaya kerajaan pimpinan Perdana Menteri Datuk Seri Abdullah Ahmad Badawi dan timbalannya Datuk Seri Najib Tun Razak melantik Dr Mahathir sebagai duta untuk menarik pelaburan luar negara ke Malaysia.
Dengan pengalaman luas Dr Mahathir dan sebagai negarawan ulung yang dihormati di seluruh dunia, Abu Bakar berkata Dr Mahathir mampu menarik pelabur ke negara ini.
UMNO Cawangan Kampung Kuala Melaka yang mengadakan persidangan yang sama semalam turut menyokong usul yang dibawa oleh Kampung Raja dan Atas.
"Kita mahu mengembalikan kekuatan UMNO dan pemimpin semua peringkat termasuk akar umbi perlu kembali bersatu untuk menguatkan parti", kata ketuanya Fazil Din.
Abu Bakar berkata, semua usul itu akan dibawa ke mesyuarat Perwakilan UMNO bahagian Langkawi yang dijadual bersidang pada Okt ini dan akan dibawa ke peringkat negeri dan ke Perhimpunan Agung UMNO nanti.

Constitutional Federalism in Malaysia book launched
KUCHING: The outcome of the March 8 general election will invariably create stress in the relationship between the Federal Government and the five state governments formed by the opposition parties, said former Sarawak Attorney General Datuk J.C. Fong.
He said the relationship had to be handled with a firm understanding of the provisions in the Federal Constitution.
The provisions distribute and regulate the use of legislative powers and the nation’s financial resources, he said in the preface of his book Constitutional Federalism in Malaysia.
Chief Minister Tan Sri Abdul Taib Mahmud launched the book at the State Library in Petra Jaya here on Thursday.
The book covers constitutional history, discusses the federal system of government under the Constitution involving, inter alia, the distribution of legislative and executive powers, and the rights and responsibilities of the federal and state governments.
Also covered are special protections for Sabah and Sarawak.
Fong said that understanding the historical background of the Federal Constitution was vital to appreciating the distribution of powers between the federation and the states, and the special safeguards entrenched therein for the Borneo States.
In his speech at the launch, Taib said the Constitution had to be a living organism able to adapt to changing times to ensure development of the states and nation.
“So far, we are lucky to see that the federal and state leaders have found ways to accommodate each other in development of the states and nation as a whole,” he added.
Taib said that Fong’s book would give readers a better understanding of the Constitution and federalism.

Build-and-sell concept deferred, says Ka Chuan
SEREMBAN: The Government has deferred the build-and-sell concept, said Housing and Local Government Minister Datuk Seri Ong Ka Chuan.
“Developers are finding it difficult to secure loans from banks for their projects because banks feel the risks are greater,” he said.
He said this after opening the new building for the Negri Sembilan and Malacca Automobile Repairers’ Association yesterday.
Ong said if homebuyers took individual loans from banks, the risks would be spread out.
“The possibility of loans going bad will be reduced,” he said.
The Government had in 2006 agreed in principle to introduce the build-and-sell concept, with buyers paying 10% deposit and the balance 90% be paid after the houses were completed.
The then minister Datuk Seri Ong Ka Ting said developers who chose this concept would enjoy several incentives, including exemption from paying the RM200,000 deposit and stamp duties to the Government.
On MCA matters, Ong said there was no evidence of money politics in the party.
He said as party election steering committee head, he had not received any report of money politics within the party and there was no reason to believe that it was actually being practised.
“As far as the committee is concerned, there’s no such things as money politics in the MCA. These claims are baseless,” he said.

Bicara dengan roh ramadhan - sempena bulan turunnya Quran
Aku pernah memilih untuk tidak menjadi muslim. Ini cerita beberapa tahun lepas. Cerita sewaktu aku menyanyikan Quran lalu mencampaknya ke dinding - apa yang aku lagukan ni? Itu persoalan yang berputar dalam kepala. Aku tak faham apa yang aku nyanyikan - langsung. Sehinggalah ada hantu datang bagi aku tafsir lalu aku membacanya berulang-kali. Hantu tu suruh aku baca tafsir je. "Jangan buat benda yang kau tak faham," katanya.
Okeh, cerita aku memilih untuk tidak menjadi muslim. Kalau Lina Joy tu minta kat kerajaan supaya tajuk Islam di kad pengenalannya dipadamkan, aku mahu minta kat kerajaan supaya tambah tajuk tu jadi 'Islam Hadhari' ataupun 'Islam Kapal Selam'. Aku tak faham kenapa kena letak Islam kat kad pengenalan. Kenapa mesti menekankan Islam di mana-mana di bumi Malaysia ni? Bagus sangat ke Islam ni sehingga jadi penting sangat? Bagi aku, Islam di Malaysia ni samalah dengan henfon ataupun 'laptop'. Ianya tuntutan dan menjadi satu beban. Bukan lagi satu kaedah hidup atau fahaman atau ideologi atau falsafah atau kepercayaan atau suatu gabungan yang lahir ikhlas dari hati dan akal fikiran.
Oleh kerana aku didesak untuk menulis ISLAM sebagai agama di dalam mana-mana borang, maka aku tak ada pilihan dan pilihan aku terbatas pun - untuk menjaga hati keluarga dan masyarakat keliling. Aku nak saja tulis yang aku ni bukan Islam. Aku memilih untuk jadi kafir.
Aku, bukan saja ditipu bahawa negara Malaysia diperintah oleh penipu dari parti tipu. Tapi aku juga ditipu dari sudut pandangan agama Islam. Semasa di luh-mahfuz, aku sudah memilih Islam sebagai agamaku. Tapi, bila lahir ke dunia (rupa-rupanya dunia Melayu Malaysia, alamak...), aku menyesal berjanji dengan Tuhan kerana memilih Islam.
Sekali lagi, aku campak tafsir Quran ke dinding.

Dalam pada itu aku minat sejarah dan geografi. Ingin mengetahui sejarah dan keadaan mukabumi memang kesukaan aku dari kecil lagi. Aku suka pergi kat kubur lama dan melihat batu nisan yang sangat berusia. Tapi pergi waktu siang lah. Aku juga suka berbasikal dengan kawan-kawan dan meneroka kampung. Aku suka baca catatan N.A Halim (arwah) tentang kota-kota lama. Selain itu, aku mengembara dengan keretapi dan bas (tapi dengan keluarga aku lah). Pengembaraan itulah yang membuatkan aku kenal geografi dan sekaligus aku ingin tahu sejarah tempat itu, terutama asal-usul nama tempat tu.
Minat ini membuatkan aku berminat meneroka sejarah nabi-nabi. Bila terdetik saja aku nak baca sejarah nabi-nabi, hantu tu datang lagi. Dia bagi aku buku sejarah nabi-nabi: 1. Versi budak-budak yang ada gambar dan hurufnya besar-besar; 2. Versi dewasa yang tulisannya halus-halus dan disertakan dengan ayat-ayat Quran.
Dari sini, aku merasakan cerita-cerita nabi ni belum lengkap. Lalu aku diberikan senaskah 'Bible' oleh hantu ni. Aku membacanya. Kemudian, aku kembali membaca tafsir Quran. IBRAHIM - nama inilah yang membuatkan aku tertarik pada sejarahnya. Sejarah kota Ur di Iraq dan tamadum Mesopotamia, sejarah Palestin dan Mekah dan yang pasti, Ibrahim ialah bapa kepada kepercayaan monotheism - percaya pada satu Tuhan. Dua orang anaknya - Ismail dan Ishak inilah yang membuatkan manusia hari ini tidak bersatu. Padahal manusia-manusia ini sudah pun bersatu sebelumnya ketika banjir alam, di dalam bahtera Nuh. Ismail melahirkan keturunan yang berakhir dengan Muhammad. Manakala Ishak melahirkan keturunan yang berakhir dengan Isa.
Kemudian aku mencari Torah, Tanakh dan Talmud. Hantu ni memang banyak membantu. Dan akhirnya - aku faham sikit APA ITU ISLAM! (akan dihuraikan lagi)

We just think that Malays are the Lords of this land and the non-Malays are all immigrants who can’t be allowed the same rights and privileges as the Lords of this land. But this is not racism. This is the Merdeka ‘social contract’ being honoured.

Syed Hamid says they have sent Malaysia Today many warning letters but all these letters have been ignored. That is why Malaysia Today was not censored but the government only blocked access to it. However, Syed Hamid could not offer any details of how many letters were sent, when they were sent, and what were the contents of these letters. And this is because no such letters exist. The government, at no time at all, has ever sent Malaysia Today any warning letters.
Syed Hamid also did not offer any examples to support the allegation that Malaysia Today has insulted either Islam or Prophet Muhammad. Malaysia Today has insulted Prophet Muhammad and Islam, he said. And that is good enough. It is not necessary to explain in what way Islam and Prophet Muhammad were insulted or to support the allegation with examples or specific incidences.
Anwar Ibrahim has been chided for refusing to swear on the Quran that he is innocent of the allegation of sodomy. The government-owned media went to town in the run-up to the Permatang Pauh by-election to run Anwar down on his refusal to swear on the Quran.
Do I take it that if I too swear on the Quran that I have never insulted Islam or Prophet Muhammad then the matter is resolved? Would the government then unblock Malaysia Today since I have proven my innocence by swearing on the Quran? A hint from Syed Hamid, Pusat Islam or the Religious Department would be most welcome.
I will give the Malaysian government one week to come back with a response. I, Raja Petra Bin Raja Kamarudin, am now offering to swear on the Quran that I have never insulted Islam and/or Prophet Muhammad. I, Raja Petra Bin Raja Kamarudin, take up the challenge they have thrown to Anwar Ibrahim and which they chide Anwar Ibrahim for because he has refused to take up the challenge. Come back to me within one week and indicate that you are prepared to witness my oath on the Quran or forever hold your peace and never mention this matter again.
Want to make a small wager, however un-Islamic that may be? I bet they will not be able to offer any examples or evidence of incidences where I have insulted Islam and/or Prophet Muhammad and they will never accept my challenge that I swear on the Quran. The one-week will come and go and nothing will happen. They will ignore my challenge and will not respond. And this is because there are no incidences where I have ever insulted Islam or Prophet Muhammad.
This is nothing but a Red Herring. They are using an excuse that works well with most Muslims. If Muslims think you are insulting Islam or Prophet Muhammad they will go berserk. So what better excuse to offer than you are insulting Islam and Prophet Muhammad. And since it is the government that is saying so, then this must be true, because would the government ever lie to the people?
Yes, they demand that Anwar Ibrahim swear on the Quran that he has never sodomised Saiful. And when Anwar refuses to do so they go to town with the issue and say that this proves Anwar’s guilt. Well, I too challenge them to demand that I swear on the Quran that I have never insulted Islam or Prophet Muhammad. And if they refuse to demand that I do so, then I too will go to town with the issue and declare them guilty of lying just like how they have declared Anwar guilty.
I remember back in April 2001 when the government detained ten of us under the Internal Security Act. Except for Tian Chua and Gobalakrishnan, the rest of us were put through a three-day Islamic rehabilitation program. For three days an ustaz was asked to sit with us from morning till evening to discuss Islam so that we could be ‘guided’ and ‘led back to the right path’ from which we have strayed.
It was a three-day rehabilitation program. But the ustaz did not give me my three days. On the second day he did not turn up. The excuse they gave me was that the ustaz ‘had something to do’. After we were released from detention, I checked with the others and they all confirmed that they had to go through the full three days, even Ustaz Badrulamin, an ex-UIA lecturer, and Saari Sungib, the ex-President of JIM, an Islamic movement.
Why did they ‘abandon’ me after the first day? Why were all the others subjected to the full three days except for me? Did they discover me beyond rehabilitation and thought that it was therefore futile to continue to try to rehabilitate me? Or did they give up on me, not because I was a lost cause, but because I out-debated the ustaz and they felt, instead of the ustaz rehabilitating me, I might end up rehabilitating him?
If they are still not satisfied and still feel I need to be rehabilitated, then I will throw an open challenge to any ustaz in Malaysia to sit down with me and prove that I am wrong or that I am a deviant. Come on, surely there is at least one ustaz, Tok Guru, Mufti, etc., who dares take me on. Come debate with me. Show me I am wrong. Then I will stop writing about Islam for the rest of my life. Surely this offer is too good to refuse.
Allow me to reveal some points of the ten-hour or so non-stop debate that I had with the ustaz during my Internal Security Act detention back in 2001. Ten hours is a long debate so I will certainly not be able to reproduce the entire thing. But some of these points will probably demonstrate why the ustaz ‘abandoned’ me after the first day and never came back the following day.

Tell me, ustaz, is amar maaruf, nahi munkar compulsory (wajib) or optional (sunat)?
He opens his mouth but before anything can come out of it I quickly continue.
Let me answer that myself. It is wajlb right? Amar maaruf, nahi munkar is as wajib as praying, fasting, performing the Haj and so on. It is an obligation. It is compulsory for all Muslims to perform amar maaruf, nahi munkar. It is not something you can choose whether to do or not. It is something you must do. It is mandatory in Islam.
The ustaz nods but says nothing.
So tell me, ustaz. Tell me I am wrong in performing amar maaruf, nahi munkar. Tell me it is not wajib, just like praying, fasting and so on. Tell me I should not perform amar maaruf, nahi munkar. Then I shall stop performing amar maaruf, nahi munkar.
The ustaz no longer even nods.
I challenge you, ustaz. (I point to the ceiling). Before Allah and with Allah as our Witness, tell me I have erred in performing amar maaruf, nahi munkar. Tell me amar maaruf, nahi munkar is not an obligation and compulsory in Islam. Tell me it is not wajib. Then let us all stop performing amar maaruf, nahi munkar. And let us also stop praying and fasting plus all those other rituals that are equally wajib and as much an obligation just like amar maaruf, nahi munkar.
The ustaz shuffles uncomfortably in his seat but before he can respond I charge in again.
I am doing only what is wajib in Islam. If you can before Allah and with Allah as our Witness tell me that amar maaruf, nahi munkar is wrong and that I should not be performing it, then let us now, before Allah and with Allah as our Witness, also declare all those others which are equally wajib as wrong.
I do not expect any response from the ustaz and do not wait for one.

This debate continues till the end of the day. But it is not really a debate as much as it is a monologue. I barrage the ustaz with him nodding and hardly opening his mouth. The following day he does not turn up, either because he has given up on me and realises he can’t guide me back to the right path, or because the Special Branch is worried that I would instead ‘lead him astray’.
Syeds are supposed to be descendants of the Prophet. I take it that Syed Hamid is, therefore, also a descendant of the Prophet. But he does not exhibit the proper Islamic qualities.
Syed Hamid is a lawyer who also built up a career as a merchant banker. I take it, therefore, that his English is better than the average Malay. Why can’t he then see that I am insulting Muslims? And this does not translate to insulting Islam or the Prophet.
If I were to call someone a pig, does that mean I am insulting that person or am I insulting pigs? Going by Syed Hamid’s logic, by calling someone a pig, I am insulting pigs.
No, Syed Hamid is not stupid. He does not even have a poor command of English. This is all a Red Herring. They want to block, not censor, Malaysia Today. So they are using the insulting Islam issue as the excuse. That is all.

Transport Minister studies requests to remove Puspakom's exclusivity
KUALA LUMPUR: Barisan Nasional and Pakatan Rakyat MPs, non-governmental organisations and public transport groups are calling for an end to Puspakom’s monopoly.Transport Minister Datuk Ong Tee Keat said yesterday that he was considering requests from these quarters to allow other companies to offer services provided by Puspakom (Computerised Vehicle Examination Centre).
“We have to look at the current concession agreement and also the negotiations with Puspakom. We have to see if we are bound by any agreement,” he said.
“So far, there are no business proposals yet. Just the proposal to remove Puspakom’s exclusivity,” he said after launching a Chinese art painting and calligraphy exhibition at Nirvana Memorial Centre.
However, Ong would not be drawn into revealing when the study on the proposal to end Pusapkom’s monopoly would be completed or when a decision would be made.
Puspakom has been in the news lately because of the swoop by Anti-Corruption Agency on its staff.
Ong said the arrests had affected the company’s capacity and services.
He said he had also asked the Road Safety Department and the Road Transport Department to identify the vehicles that had supposedly been passed by corrupt Puspakom inspectors.
Pan Malaysian Bus Operators Association president Datuk Ashfar Ali welcomed the idea of removing Puspakom’s exclusive rights.
He proposed that the industry be de-regularised by allowing independent workshops with certified mechanical engineers to inspect vehicles, just like panel workshops appointed by insurance companies to carry out repairs.Pan Malaysian Lorry Owners Association president Er Sui See said that without the exclusivity to hide behind, Puspakom would have to buck up or lose customers.
Kuala Lumpur and Selangor Car Dealers and Credit Companies Association vice-president Dave Lim said the Government should look at how other countries implement their vehicle-inspection systems.
“When there are more operators, there is more competition, which leads to more efficient service. Giving it to one company means there is absolute power, which will lead to corruption,” he said.
Kuala Lumpur and Selangor Indian Taxi Owners and Drivers Association secretary S. Balakrishnan said Puspakom officers had grown arrogant.
“They know that we have to tolerate them to get our vehicles approved. Let’s see how they operate when they have competition,” he said.
