Kenyataan Penuh Ahli-Ahli Parlimen PAS

Kami Ahli-Ahli Parlimen PAS dengan tegasnya ingin menyatakan yang kami sepakat untuk terus melaksanakan amanah yang diberikan oleh rakyat dalam pilihanraya umum yang lalu.

Kami sedar bahawa rakyat mengundi kami kerana mahu kepada perubahan dari suasana ketidakadilan, kezaliman, kemiskinan dan ketidaksamarataan hak-hak asasi kepada satu kerajaan berkebajikan dan bersih yang berasaskan prinsip-prinsip agama dan moral.

Oleh itu kami kesal dengan tindakan beberapa Ahli Parlimen Pakatan Rakyat yang telah memilih untuk meninggalkan prinsip-prinsip murni perjuangan ini.

Kami kekal yakin dengan perjuangan dan kepimpinan parti-parti Pakatan Rakyat (PR) dan akan meningkatkan lagi usaha-usaha kami dikalangan masyarakat dan di Dewan Rakyat yang akan mula bersidang pada 15 Mac ini.

Kami menyeru kepada masyarakat untuk bersama kami menentang cadangan-cadangan baru kerajaan BN menaikkan harga petrol dan barang-barang keperluan lain dan memperkenalkan cukai baru seperti GST.

Kami juga ingin menyatakan sokongan padu kepada kepimpinan Ketua Pembangkang Parlimen Malaysia, Dato’ Seri Anwar Ibrahim.

KUALA LUMPUR, 2 Mac: Blogger kontroversi, Raja Petra Kamarudin mendakwa, Umno sedang berusaha bersungguh-sungguh untuk membeli wakil rakyat Pakatan bagi membolehkan mereka kembali dengan kuasa dua pertiga.

Kuasa dua pertiga ini diperlukan untuk meluluskan persempadanan semula kawasan pilihan raya yang bakal digunakan untuk menumpaskan Pakatan Rakyat dalam pilihan raya umum akan datang.

Persempadanan semula kawasan pilihan raya ini pula dibuat dengan cara gerrymandering.

(Gerrymandering adalah kaedah persempadanan kawasan pilihan raya yang dibuat sedemikian rupa untuk menyusun para pengundi untuk kepentingan pihak tertentu yang menghasilkan bentuk yang luar dari biasa)

Menurut perlembagaan, Suruhanjaya Pilihan Raya (SPR) berhak membuat persempadanan semula kawasan pilihan raya pada setiap lapan tahun sekali.

Kali terakhir ia dibuat adalah pada tahun 2003 iaitu sebelum pilihan raya 2004 berlangsung. Hasilnya, BN menang besar dalam pilihan raya itu.

Pencapaian Barisan Nasional (BN) akan sentiasa bertambah baik dalam pilihan raya yang diadakan selepas persempadanan semula kawasan pilihan raya melalui gerrymandering ini.

Ia berlaku menjelang pilihan raya 1986, 1995 dan 2004. Dalam kesemua pilihan raya tersebut, pencapaian BN sentiasa lebih baik dari pilihan raya sebelumnya.

Menurut Raja Petra dalam tulisannya, Wilayah Persekutuan Kuala Lumpur telah dipisahkan dari Selangor untuk memecahkan kuasa politik Cina di Selangor dengan mengumpulkan mereka di Kuala Lumpur sahaja.

Ia dibuat ekoran kejatuhan Selangor ke tangan pembangkang pada pilihan raya 1969.

Pengalaman PAS

Sementara itu, mengikut pengalaman PAS pula, dua tokoh penting PAS telah hilang kerusi Parlimen mereka akibat dari persempadanan semula kawasan pilihan raya ini iaitu Haji Mohamad Sabu di Kuala Kedah dan Datuk Mahfuz Omar di Pokok Sena.

Kedua-duanya telah menang di kawasan tersebut dalam pilihan raya 1999. Ia ekoran sokongan kuat Melayu kepada PAS dalam pilihan raya tersebut.

Bagi memecahkan pengundi Melayu, beberapa kawasan Cina di Alor Setar telah dimasukkan ke kawasan parlimen Kuala Kedah dan Pokok Sena dalam persempadanan semula kawasan pilihan rayan 2003.

Terbukti ia berjaya dan kedua-duanya kalah dalam pilihan raya 2004. Namun Mahfuz yang terus bertanding di Pokok Sena dalam pilihan raya 2008 menang selepas pengundi Cina pula lari kepada pembangkang dalam pilihan raya itu. Mohamad Sabu kalah dalam pilihan raya itu kerana dia bertanding di Kuala Terengganu dan bukannya di Kuala Kedah.

Menjelang PRU 13

Kini, menjelang pilihan raya umum ke 13, Umno dan pakar-pakarnya sedang menyusun semula strategi untuk persempadanan semula kawasan pilihan raya . Tanpa kuasa dua pertiga Parlimen, ia tidak akan berjaya. Maka datanglah usaha ini, membeli seramai mungkin wakil rakyat Pakatan Rakyat.

Menurut Raja Petra, "Orang di belakang 'shoping spree' membeli anggota Parlimen Pakatan Rakyat ini adalah Hamdan, sepupu Najib, yang telah diberikan Kudat IPP sebagai 'cash cow' untuk membiayai 'shoping spree' ini."

Menurut Raja Petra, Hamdan bekerja rapat dengan Special Branch (Cawangan Khas) dan Military Intelligence (Penyiasat Tentera).

"Orang hubungan beliau di Bukit Aman adalah Akril Sani manakala dalam Military Intelligence adalah Datuk Salleh," tulis Raja Petra.

"Nombor telefon Hamdan adalah +6012-279-5945," tulis Petra lagi.

Menurutnya, Hee Yit Fong, Adun DAP Perak yang meninggalkan partinya dibayar RM25 juta kerana peranan beliau untuk menjatuhkan kerajaan negeri Perak.

Namun, katanya, Tan Tee Beng, anggota Parlimen PKR dari Pulau Pinang yang baru sahaja keluar dari PKR dibayar hanya RM2 juta sahaja.

Why the two-thirds is crucial

Soon after the 8 March 2008 general election, Umno held a seminar at the Holiday Villa in Subang. I invited a few non-Malay friends to join me in this seminar. Initially, they did not see any point in attending an Umno do. However, I managed to convince them to go so that they can get a good idea on what Umno is thinking. There were other seminars held in Petaling Jaya, Johor Bharu, and so on -- some which I also attended with my non-Malay friends in tow and some which I sent ‘agents’.

In the Holiday Villa seminar, amongst those who spoke were Fahmi Ibrahim, one-time political secretary to Selangor Menteri Besar Datuk Harun Idris, and Mazlan Harun, Datuk Harun’s son. Datuk Harun is of course synonymous with May 13, the tragic race riots of 1969 that erupted two days after the 11 May 1969 general election.

We all know what happened on 13 May 1969, and why it happened, so we need not deliberate on that matter. What I want to talk about is the seminar in the Holiday Villa, which I have in fact already written about before.

“The reason we lost Selangor in 1969 was because of the non-Malay votes. So we decided to take Kuala Lumpur out of Selangor and turn it into Federal Territory to reduce the non-Malay voters in the state. Then we created a new Malay city called Shah Alam so that we can flood Selangor will more Malays and dilute the remaining non-Malay voters in Selangor.”

That was what Fahmi explained -- the reason why Selangor was split into two with the creation of the Federal Territory and the reason why Shah Alam was created as the new State Capital cum Malay city.

“It worked for awhile as long as the Malays vote Umno and the non-Malays vote opposition. But when the Malays also vote opposition then this strategy no longer works. So we need to think of a new strategy.”

The ‘new’ strategy Umno is talking about is not actually new but is an ongoing strategy. This strategy is called gerrymandering and it was invented by the Americans.

Gerrymandering is a form of boundary delimitation (redistricting) in which electoral district or constituency boundaries are deliberately modified for electoral purposes, thereby producing a contorted or unusual shape. The resulting district is known as a gerrymander; however, that noun can also refer to the process.

Gerrymandering may be used to achieve desired electoral results for a particular party, or may be used to help or hinder a particular group of constituents, such as a political, racial, linguistic, religious, or class group.

When used to allege that a given party is gaining a disproportionate power, the term gerrymandering has negative connotations. However, a gerrymander may also be used for purposes that some perceive as positive, notably in US federal voting district boundaries which produce a proportion of constituencies with an African-American or other minority in the majority (these are thus called "minority-majority districts").

Malaysia has turned gerrymandering into an art. For example, when they wanted to topple Ustaz Abdul Hadi Awang, the PAS President, they carved up his Marang constituency in such a manner that areas from across the state, like along the Kuala Berang road, were added to Marang. Hadi, in spite of his stature, lost the election.

The same was done for Lembah Pantai, which was another opposition stronghold. They added Sungai Pencala near Taman Tun Dr Ismail, Kampong Pasir along the Old Kelang Road, and Segambut Dalam near Jalan Ipoh, to Bangsar, and the opposition got wiped out -- until recently when Nurul Izzah won the seat.

The above are just two examples of many. It is no coincidence that ‘Malay’ seats like Putrajaya (97%-98% Malay voters) have as low of 5,000 voters while ‘Chinese’ seats like Selayang have more than 120,000 voters.

In a gerrymandering exercise you lump all the opposition voters into one huge constituency and you spread out the government supporters into many seats. So, the opposition can garner 100,000 votes but it will be only one seat while the 100,000 votes that the ruling party wins will be in three or four seats.

And that was why even though the ruling party garnered only 45% of the popular votes in 1969 it still managed to form the federal government, although without a two-thirds majority in parliament. The 55% of the popular votes that the opposition won was not enough for it to form the federal government. The opposition would have needed to win 60% of the popular votes to form the federal government, which was impossible for the opposition to achieve.

Of course, before 2008 it was easier. You just needed to isolate the non-Malay voters into one large seat and spread out the Malay voters into many seats. But in 2008 this changed. In 2008 the Malays too voted for the non-Malay candidates whereas in the past the opposition Malays meant only PAS -- which was in the rural Malay heartland and not in the cities.

The game has changed. So the rules of the game also need to change. And gerrymandering is not that simple any more. You can no longer redraw the constituency boundaries according to race. Malays too will now vote for Chinese and Indian candidates from non-Malay parties such as DAP and PKR.

So it is back to the drawing board for the election commission (SPR). Next year, they need to sit down and come out with a new formula. Barisan Nasional needs to ensure that it can still form the federal government even if it wins just 40% of the popular votes. And it also needs to ensure it can regain its two-thirds majority in Parliament with a mere 50% of the votes. That is the new game plan.

But to do this they need to first get back their two-thirds majority in parliament. And they need to get back this two-thirds this year so that next year the new constituency boundaries can be settled. Then, when they dissolve parliament and call for new general elections, say mid-2011 or early 2012, the new boundaries would apply.

Some say it is not crucial for Barisan Nasional to have a two-thirds majority in parliament to be able to run this country. If it is only about running this country then that may be true. But it is not true if they need to embark on a new gerrymandering exercise. To do this they need two-thirds of parliament.

And this is why Umno is very keen to buy at least ten or so opposition Members of Parliament. This will give them back their two-thirds majority in parliament.

This was that The Straits Times of Singapore said:
The BN needs 148 seats for a two-thirds majority. With support of the three independents, it will get there with just another eight defectors. A two-thirds majority is not just a psychological booster, but is also necessary for smooth passage of the next redrawing of electoral constituencies that will begin next year.
When Anwar Ibrahim said that Prime Minister Najib Tun Razak and his wife Rosmah Mansor are behind the latest wave of crossovers he was actually not wrong. The man behind this ‘shopping spree’ to buy the opposition Members of Parliament is Hamdan, Najib’s cousin, who was given the Kudat IPP as the ‘cash cow’ to finance the shopping spree.

Of course, the Kudat IPP comes with a ‘commission’ of RM50 million. And this RM50 million is to be used to pay off the opposition Members of Parliament as an inducement to cross over. Hamdan works very closely with the Special Branch and Military Intelligence. His contact in Bukit Aman is Akril Sani while in the Military Intelligence it is Datuk Salleh.

Hamdan’s mobile phone number is +6012-279-5945 and he made the mistake of contacting his key men in the Special Branch and Military Intelligence using this mobile phone so of course we managed to track what he was doing all this while.

The other person in this ring is Zahari Ismail, the man who arranged the meeting between Najib and Hadi Awang. Zahari is one of the directors of Malaysia’s F1 racing team so he has access to a large reserve of funds allocated to ‘research and development’, which he can also use to finance the shopping spree.

So it is actually the taxpayers’ money that is financing all these crossovers.

Another person involved with the ring is the husband of Mumtaz Jaafar. Mumtaz works for Rosmah and also has links with Saiful, the young man who accused Anwar of sodomising him.

If you can remember, Hee of Perak was paid RM25 million. Her price was high because they needed her to topple the Pakatan Rakyat Perak government. So RM25 million can be considered a fair price. Anyhow, Vincent Tan picked up the tab from his ‘special draw’ so it was quite affordable since the Malaysian gamblers were paying for it.

Tan from Penang was paid only RM2 million. It is not much but he has gambling debts up to his eyeballs and the loan sharks or along are camped outside his house so he has no choice but to accept this figure. The along can be very brutal if you don’t pay what they demand so when you are in that situation you are in no position to negotiate for more.

Wee Choo Keong’s problem is more complicating. It involves two mistresses and one who has just given birth and Umno has threatened to expose this scandal. He also has this RM35 million legal problem with Ambank and if this can be settled ‘out of court’ then Wee will certainly become another ‘independent’ Member of Parliament.

Nike’s rallying call is ‘Just Do It’. Umno’s rallying call is ‘Just Duit’. All it takes is money (duit) and Barisan Nasional will get back its two-thirds majority in Parliament whereby the next gerrymandering exercise can be launched. Then it does not matter whether the opposition will win 60% of the popular votes come the next election. Barisan Nasional will still be in power and with a two-thirds majority on top of that.

Now you know what is going on? Yes, that is the real reason these people are crossing over, not all those crap excuses they are giving such as lost confidence, dictator, and whatnot. It is JUST DUIT.

Kisah Kenapa Salehuddin Hashim Marah Sangat Pada PKR…..

Dia adalah bekas SU Agung PKR. Namun, sekarang ini dia telah belot dan menentang PKR semula. Baru-baru ini dia bersama Tan Tee Beng apabila Tan Tee Beng mengisytiharkan diri keluar PKR dan jadi bebas.

Baru-baru ni juga, Salehuddin Hashim membuat kenyataan ada 10 lagi MP PKR yang akan keluar parti. Kenyataan beliau boleh dibaca di sini.

Namun ada sesiapa tak yang persoal kenapa si Salehuddin Hashim ni letak jawatan dan lari dari PKR. Di sini, Tulang Besi ingin membawa perhatian Tuan/Puan sekelian terhadap satu artikel yang Tulang Besi tulis lama dahulu, sebelum si Salehuddin ni lari.

Cumanya, silap Anwar bila dia percaya kat si Salehuddin ni. Kalau bapak dia boleh berjoget di Parlimen dan kena pecat oleh PAS, apa yang nak diharap dengan anaknya. Bapak tak tau jaga disiplin parti, anak ikutlah rentak bapak. (Maaf saya kasar sedikit).

Iye, bapa Salehuddin Hashim adalah Hashim Gera, Ahli Parlimen PAS bagi Parlimen PArit pada tahun 1969. Bapa beliau telah dipecat dari PAS kerana telah melanggar disiplin parti dengan berjoget dalam satu majlis di Parlimen.

Cumanya, anaknya tak mewarisi “skill” bapanya yang “terror” berpantun. Haji Hashim Gera ni kalau berceramah, dia akan berpantun. KAlau satu jam ceramah, satu jam dia boleh berpantun. Hebat Haji Hashim Gera ni. Sayang, PAS terpaksa pecat dia.

Motif Sebenar Salehuddin Hashim Menyerang MB Selangor dalam Isu Talam Corp.

Baru-baru ini terdedah dalam media email yang dihantar oleh Salehuddin Hashim kepada ADUN2 dan MP2 KeAdilan dari Selangor. Email tersebut memprotes tindakan kerajaan negeri Selangor membeli hutang-hutang milik Talam Corp.

Salehuddin menyatakan ini adalah “trick” biasa para ahli korporat di dalam membuat keuntungan atas angin.

Saya membuat beberapa pengkajian. Satunya, tindakan kerajaan Negeri Selangor itu diperbincang secara terbuka dalam siding DUN Selangor. Hakikatnya, para ahli pembangkang dari UMNO dan MCA juga tidak dapat mencari salah dari tindakan kerajaan negeri Selangor ini.

Ini kerana tujuan pembelian hutang ini adalah supaya Kerajaan Negeri Selangor dapat mengutip semula hutang-hutang tersebut dan seterusnya menyelamatkan duit rakyat.

Penerangan yang cukup bagus berkaitan dengan pembelian hutang Talam Corporation boleh dibaca di sini dan ia diberikan oleh Ronnie Liu.

Motif Sebenar Salehuddin Hashim

Yang sebenarnya, Salehuddin ni “bengang” dengan Tan Sri Khalid kerana menghalang Perangsang dari mengambil beliau bekerja.

Beberapa minggu sebelum siding DUN Selangor, Salehuddin telah pergi menghadiri temuduga kerja dengan Perangsang milik Kerajaan Negeri Selangor. Khabarnya, Perangsang sudah pun mahu menawarkan kerja tersebut kepada Salehuddin Hashim
Khabarnya, gaji dan “benefits” yang Salehuddin akan dapat adalah sangat lumayan.

Kalau kita ingat, beberapa minggu lepas terdapat khabar-khabar angin bahawa Salehuddin akan meletakkan jawatan beliau sebagai SU Agung Parti KeAdilan Rakyat (PKR). (

Apa yang berlaku adalah MB Selangor dengan tegas telah menolak perlantikan tersebut. MB Selangor tidak mahu ahli-ahli dan aktivis-aktivis parti menjadi terhutang budi dengan mana-mana anak syarikat milik kerajaan negeri Selangor atau mana-mana badan atau agensi milik negeri Selangor.

Ini akan menyulitkan lagi gerak kerja MB untuk membuat perubahan dalam parti. Walaupun Salehuddin Hashim menawarkan diri untuk meletak jawatan namun fakta yang jelas adalah Salehuddin Hashim mempunyai “kabel” yang kuat dengan Dato Seri Anwar Ibrahim.

MB tidak mahu anak-anak syarikat Kerajaan Negeri ini nanti menggunakan “kabel” kuat Salehuddin Hashim untuk mengacau pentadbiran kerajaan negeri. Apa sebab Perangsang mahu menawarkan pekerjaan dengan gaji yang lumayan kepada Salehuddin Hashim melainkan kerana “kabel” yang kuat milik Salehuddin Hashim kepada penasihat PKR.

Jadi, penolakan MB Selangor ini adalah penolakan bersifat professional. Reaksi dari Salehuddin Hashim pula adalah reaksi kebudak-budakan. Kita tahu lah dia marah, tapi jangan lah sampai kemarahannya menjatuhkan imej serta prestasi Pakatan Rakyat di Selangor.

Lebih-lebih lagi komplen Salehuddin Hashim tersebut tidak mempunyai apa-apa asas yang menunjukkan berlakunya korupsi. Hanya spekulasi semata-mata.

Saya tak faham la kenapa seseorang itu mahu menguntungkan UMNO dengan berbuat seperti yang dilakukan ini.

Pandamaran assemblyperson Ronnie Liu has no qualms about appearing before the Selangor Select Committee for Competency, Accountability and Transparency (Selcat), if required to do so.

Unofficial reports have been circulating that the Selangor exco member is among those who will be called up by Selcat.

Liu confirmed today that he had heard of this via word of mouth, but that he has not received any official notification.

Asked if he knows why he is being called up, he disclaimed knowledge of the reason.

While conceding this could damage his image, he said: “I shall try to make this into something that will come out positive for myself.”

On a separate matter, Liu defended the Selangor government's RM392 million debt-purchase exercise (
http://www.malaysiakini.com/news/118247) to recover the money owed by Talam Group Corporation to state-owned companies and subsidiaries.

He told a press conference at the Selangor secretariat that he needs to clear the air after being “bombarded with questions (
http://www.malaysiakini.com/news/117879) from the public and from politicians from other states”.

Liu claimed that “a lot of people” were jealous of the Selangor government's plan. Those people included “a former Selangor menteri besar who make all sorts of speculation” on his blog.

He reiterated that no consultant had been hired for the move, and that Selangor Menteri Besar Abdul Khalid Ibrahim (left) was the only consultant.

He also refuted claims that the state will pay high interest to CIMB in borrowing RM392 million.

Liu said that, in a 'round-tripping' exercise, the money never leaves the bank. The government will not have to pay interest, except perhaps for the two days the money is made available for accounting purposes.

'Assets can be appropriated'

On speculation that Talam will not be able to repay the state government, Liu said the property developer does not have cash, but does have substantial real estate assets.

“Talam has a very substantial land bank. We will recover the RM392 million by appropriating its real estate assets.”

Liu also said the Selangor government is only recovering the money owed to the state agencies, not buying Talam's debts or acquiring the company.

He explained that the exercise was not announced earlier was because its success depended on secrecy, as is common with corporate financial transactions.

“There is no hanky-panky involved, everything is transparent,” he added.

What PKR Really Needs is Bai'ah Ta’lik

I have always been a firm supporter of “Baiaah Taklik”. I have never minced my word or taken an indirect approach in supporting the initiative. I think it’s one of PAS’s most brilliant invention to date. It’s brilliance is only rivaled by the invention of telephone and the vacuum cleaner.

Since people are looking only at results nowadays, “Baiaah Taklik” has managed to prove that it is the most effective tool in preventing representatives from being bought over bar none. Even the likes of Ibrahim Ali, who conducted Baiah Taklik, cannot act on his own conscience and jump into UMNO. I mean, what more can you ask for.

For those who is unaware of the concept of Baiaah Taklik, it is a vow taken by candidates to be of PAS that should they jump over to another party after winning, they will be cursed and their marriage will be nullified automatically.

Crude as it may sound, but it works. The say that the proof of the pudding is in the eating. And PAS has more than just put it in the eating. PAS digested it completely and produce by products of it in the form of stability and immunity from “rep-buying syndrome”.

UMNO has been given the finger by PAS with this routine. For once, UMNO has been tied up and thrown into the sea. They have been checkmated. They went eyeball and eyeball with PAS and they blinked.

In short, UMNO is screwed with this move. The Kelantan state assembly in 2004 saw PAS having to rule Kelantan with a majority of one seat. Yet, PAS remained in power until the very last day of the Kelantan State Assembly dissolution.

So, what more proof do you need. I say, let’s do away with all the ideals and do what’s necessary. These are trouble times for Pakatan Rakyat and the last thing we want to do is to be idealistic.

Besides, for Baiaah Taaklik to work, it requires the approval of both husband and wife. It’s not a one way street. It’s by the agreement of both parties.

To go around the Baiaah Taklik, UMNO had to engineer a maneuver that requires PAS to completely remove itself from Pakatan Rakyat and join up with UMNO. I mean, it’s easier for UMNO to buy reps than to do something like that simply because they will be up against the mighty wrath of the entire PAS membership.

And I am glad I wrote the article about Salehuddin Hashim. He is indeed a bad man and Anwar Ibrahim made a mistake putting his trust in this man. He is PKR’s cancer and getting rid of him was the best thing PKR could do.

I mean, what do you expect from a man who accused the Selangor State Government of corruption because the MB intervened and refused to allow him to be appointed in one of the GLC’s Board of Director.

In closing, lets all put our bias and ideals behind and start looking at what’s practical. When PAS attacked on this issue, everyone jumped the gun and vilify PAS. Calling PAS insensitive to women and children. Who’s eating the humble pie now?? Wink wink.
