VP asks Malaysia to defer deportation of Filipinos

MANILA - Vice President Noli de Castro on Saturday appealed to Malaysian Deputy Prime Minister Datuk Seri Najib Tun Abdul Razak to defer the massive deportation of undocumented overseas Filipino workers in Sabah until after the Ramadan.

In a letter to Razak, De Castro, who is also presidential adviser on overseas Filipino workers, stressed the need for Kuala Lumpur to stop the deportation process to enable Manila to prepare for the reception and relocation of the OFWs.

Earlier, Malaysia announced it would conduct a large-scale operation against undocumented workers in Sabah, a move that was expected to affect hundreds of thousands of Filipinos working there.

De Castro said the operation, which has started in June, would affect Filipino-Muslims in Sabah who will bear its brunt during the holy month of Ramadan.

"In the spirit of humanitarian concern during the holy month, I wish to appeal to your excellency to stay the implementation of the large-scale operation until after the holy month of Ramadan," De Castro told Razak.

The Malaysian government has said it would continue to adopt an orderly and humane approach in the detention and deportation of undocumented Filipino workers.

De Castro said the government was prepared to ensure the safety of the deportees, including the repatriation of 500 Filipinos currently held at a temporary detention center in Menggatal and to expedite the issuance of their travel documents.

In another development, the government is closely monitoring eight potential death penalty cases involving OFWs in different parts of the world.

Foreign Affairs Undersecretary for Migrant Workers Affairs Esteban Conejos said there were 29 active death penalty cases in various stages of appeal.

Of the 29, 11 are in Malaysia, nine in Saudi Arabia, four in China, three in Kuwait, one in Brunei, and one in the United States.

Conejos said the DFA was handling a total of 62 death penalty cases from January 2006 to June 2008, of which 24 have been commuted to life. Of the 24, 11 have been released and repatriated back to the Philippines.

The DFA official also revealed that a total of 252 OFWs had received legal assistance during the same period, while 254 others had been involved in human trafficking cases.

Conejos reported that 7,712 OFWs worldwide had been extended various assistance such as shipment of remains and medical assistance.

In 2006 alone, he said, the DFA helped repatriate some 11,000 OFWs from Lebanon; 228 from Kazakhstan; and 90 from East Timor due to war, civil unrest, and labor disputes.

The government also helped secure the release of 147 OFWs involved in hostage-takings, kidnappings and other emergency situations in other countries, particularly in Nigeria and Somalia, Conejos said.

Abdullah Akan Jelaskan Pertemuan Umno-PAS Kepada Parti Komponen BN

PUTRAJAYA, 26 Julai (Bernama) - Perdana Menteri Datuk Seri Abdullah Ahmad Badawi akan menjelaskan kepada parti komponen Barisan Nasional (BN) berhubung pertemuan UMNO dan PAS, kata Setiausaha Agung Umno Datuk Seri Tengku Adnan Tengku Mansor.

Beliau berkata Abdullah dijangka memberi penjelasan berhubung perkara itu pada mesyuarat BN, bulan depan.

"Selepas mesyuarat pengurusan pada 6 Ogos, saya akan memanggil satu mesyuarat penuh Barisan Nasional, jadi di situ, Perdana Menteri akan datang untuk memberi penjelasan.

"Kita akan mendapatkan satu tarikh daripada Perdana Menteri, mungkin beberapa hari selepas mesyuarat pada 6 Ogos itu," katanya kepada pemberita selepas merasmikan mesyuarat cawangan Umno Matahari di Presint 8 di sini hari ini.

Ketika mengulas pertemuan di antara UMNO dan PAS yang akan diadakan lebih kerap bagi membincangkan isu berkaitan agama Islam dan kepentingan orang Melayu, Tengku Adnan berkata pertemuan itu tidak akan merosakkan hubungan di antara parti komponen BN.

Nik Aziz ajak UMNO tubuh parti baru satukan orang Melayu

MACHANG 27 Julai — Mursyidul Am PAS Datuk Nik Abdul Aziz Nik Mat hari ini mencadangkan supaya UMNO dan parti itu dibubarkan dengan menubuhkan sebuah parti baru berlandaskan Islam bagi menyatukan orang Melayu dan sebagai tempat berlindung kepada semua pihak termasuk bukan Islam.

Beliau berkata Islam menepati semua matlamat perjuangan termasuk politik dan perlu dijadikan asas kepada perjuangan mana-mana parti politik yang inginkan kepada perjuangan sebenar.

“UMNO bubar PAS pun bubar, tubuh parti lain dengan syarat berdasarkan kepada Islam,” katanya kepada pemberita selepas merasmikan Muktamar Dewan Ulama Pas Kelantan ke-37 di sini, hari ini.

Nik Abdul Aziz yang juga Menteri Besar Kelantan berkata UMNO tidak ada sebab untuk menolak dasar Islam yang dicadangkan oleh PAS melalui parti itu kerana Islam milik semua kaum termasuk bukan Melayu di negara ini.

“Kalau tidak kena dengan Islam di mana-mana, cuba beritahu dan kalau UMNO itu benar dan tidak bertentangan dengan agama cuba beritahu,” katanya ketika mengulas kenyataan Perdana Menteri Datuk Seri Abdullah Ahmad Badawi yang membayangkan kemungkinan diadakan kerjasama politik dengan PAS suatu masa nanti.

Nik Abdul Aziz berkata dengan cara demikian ia dapat mengembalikan kekuatan Islam di negara ini di samping merapatkan hubungan antara kaum termasuk bukan Islam.

“Islam untuk semua kaum, bukan untuk orang Melayu sahaja atau Cina, India dan Orang Putih, semua perlu bersatu di bawah Islam,” katanya.

Najib harap Dr M balik ke Umno

Datuk Seri Najib Tun Razak Najib berharap mantan Perdana Menteri, Tun Dr Mahathir Mohamad akan kembali menyertai Umno apabila kepimpinan negara bertukar nanti.

"Saya mahukan siapa yang jauh hati, bawa hati, dan makan hati, kembali semula dalam lipatan keluarga Umno untuk meneruskan perjuangan," katanya.

"Kalau ini jadi kenyataan, gabungan (pemimpin) baru dan lama bersama dalam satu keluarga, Umno akan bertambah kukuh dan kuat bagi menghadapi pilihanraya umum ke-13 akan datang," katanya.

Najib yang juga timbalan perdana menteri menyuarakan harapannya itu ketika berucap di majlis makan malam dan perasmian perhimpunan agung Majlis Bekas Wakil Rakyat (Mubarak) Malaysia di Kuala Terengganu malam tadi.

Menurut laporan Bernama, Timbalan presiden Umno itu juga berharap proses peralihan kuasa pada 2010 nanti akan berjalan lancar, dengan pentadbiran baru negara mendapat sokongan semua pihak, termasuk pemimpin baru dan lama.

Beliau berkata, sekiranya Umno tidak disokong oleh pemimpin baru dan lama, parti itu akan rebah.

Sokongan berterusan


Menurutnya, sokongan semua pihak, termasuk Perdana Menteri Datuk Seri Abdullah Ahmad Badawi yang juga presiden Umno, adalah penting selepas peralihan berlaku supaya beliau dapat memimpin negara dengan baik dan meneruskan agenda untuk pembangunan rakyat.

"Saya harap Pak Lah akan sokong saya apabila (beliau) tidak ada jawatan nanti, saya harap Pak Lah dan penyokong-penyokongnya menyokong kepimpinan baru apabila sampai masanya," katanya.

Turut hadir pada majlis itu ialah isterinya Datin Seri Rosmah Mansor, Menteri Besar Terengganu Datuk Ahmad Said dan Pemangku Presiden Mubarak Tan Sri Abu Zahar Ujang.

Najib berkata, Umno dan Barisan Nasional (BN) sebenarnya tidak membuat silap dalam membangunkan negara, tetapi pemimpin perlu bermuhasabah diri dan memahami aspirasi rakyat supaya terus mendapat sokongan pada pilihanraya umum akan datang.

Najib berkata pemimpin Umno juga perlu menyesuaikan diri dan menampilkan imej yang disenangi rakyat kerana jika sebaliknya, pilihan raya akan datang bakal menjadi muka surat terakhir dalam buku riwayat perjuangan parti itu.

"Pemimpin Umno perlu mengikis persepsi rakyat bahawa parti ini sebuah parti cari makan, dan mereka perlu kembali kepada perkara asas perjuangan iaitu mengutamakan keikhlasan. Kalau tunjuk imej ini, rakyat akan sokong," katanya.

Zee Pulau Batu Putih, Singapura manipulasi kelemahan Malaysia - Salahuddin

KUALA LUMPUR, 26 Julai (Hrkh) - Dewan Pemuda PAS Pusat (DPP Pusat) memandang serius tuntutan Singapura untuk mendapatkan hak zon ekonomi eksklusif (ZEE) di perairan Pulau Batu Putih.

Dalam satu kenyataan mengenai isu tersbeut Ketua Pemuda PAS, Salahuddian Ayub berkata, tindakan itu sekali lagi akan mencabar hak kedaulatan Malaysia.

"Kegagalan Malaysia mempertahankan hak kedaulatan ke atas pulau batuan ini telah digunakan oleh Singapura untuk meluaskan wilayah ekonomi mereka melalui Mahkamah Keadilan Antarabangsa (ICJ).

"Pemuda PAS berpandangan kebiadapan Singapura ini berpunca daripada kelemahan pentadbiran Kerajaan BN yang sering kali mengalah dalam hal-hal yang melibatkan Singapura sehingga negara pulau itu menjadi besar kepala dan meneruskan agenda untuk �menakluk� negara ini seperti yang dirancang oleh pengasasnya semenjak 1960-an," ujar Salahuddin.

Pemuda PAS mengutuk sekeras-kerasnya tuntutan Singapura melalui ICJ ini kerana ia adalah masalah serantau yang boleh diselesaikan melalui meja rundingan.

Singapura langsung tidak menghormati Asean walaupun baru seminggu menjadi tuan rumah Mesyuarat Menteri-menteri Luar Asean, katanya.

Sepatutnya sebarang pertikaian atau tuntutan kecil ini harus diselesaikan secara �adik-beradik� kerana Singapura bukan sahaja sama-sama menganggotai Asean, bahkan jiran terdekat Malaysia, katanya.

Jangan ambil sikap seperti Israel?

Negara itu tidak wajar mengambil sikap Israel di Timur Tengah kerana semangat Asean masih kukuh di rantau ini, katanya lagi.

"Membawa tuntutan seperti ini ke peringkat antarabangsa seolah-olah ingin menunjukkan sikap jagoan Singapura kepada jiran-jiran, sedangkan Singapura sendiri masih bergantung kepada Malaysia dalam banyak perkara," ujar beliau.

Pemudra PAS juga melihat bahawa kedudukan Pulau Batu Putih sebagai pulau batuan tidak layak dijadikan asas untuk tuntutan ZEE, katanya.

"Pulau batuan ini tidak sesuai didiami manusia, apatah lagi untuk kegiatan ekonomi. Mungkin ia sesuai untuk dijadikan tapak rumah api, tetapi tidak sampai memerlukan ZEE," katanya.

Singapura seharusnya menghormati Malaysia sebagai pemilik asal pulau itu dan hak yang diberikan oleh ICJ ke atas beberapa pulau batuan lain di sekitar Pulau Batu Putih kepada Malaysia, katanya.

"Ini bermakna hak ZEE juga dimiliki oleh Malaysia secara bertindan. Maka cara yang paling baik ialah kedua-dua negara harus berunding, bukannya menggunakan saluran mahkamah. Cara yang digunakan ini seolah-olah Malaysia tidak mahu berunding atau enggan bertolak ansur," katanya.

Pemuda PAS melihat perkembangan negatif ini berlaku kerana kecuaian kerajaan BN dalam mentadbir negara, katanya.

PM lemah sebabkan kepentingan Malaysia terlepas

Semenjak 2003, sudah banyak kepentingan negara yang terlepas kepada Singapura ekoran permainan politik lemah Perdana Menteri, Dato' Seri Abdullah Ahmad Badawi, katanya.

"Semenjak isu jualan pasir, pengambilalihan Hospital Pantai oleh syarikat Singapura, pembatalan projek Jambatan Bengkok, hinggalah dasar-dasar pelaburan pro-Singapura di Iskandar Malaysia, semuanya menguntungkan Singapura.

"Kemudian hak milik Singapura ke atas pulau batuan ini disahkan oleh ICJ, dan hari ini mereka menuntut yang lebih daripada itu. Sedangka Kerajaan BN yang lemah ini terus mengalah dan menikus kepada Singapura.

"Jika keadaan ini berterusan, DPP Pusat percaya bahawa lebih banyak hak kedaulatan negara akan tergadai kepada Singapura, khususnya di Wilayah Iskandar," katanya./wann _

Haron Din kagum Mursyidul Am PAS terima Anugerah Nobel Asia

KUALA LUMPUR, 26 Julai (Hrkh) - Timbalan Mursyidul Am PAS, Dato' Dr Haron Din melahirkan rasa kagum atas penganugerahan hadiah nobel keamanan kepada Mursyidul Am PAS, Tuan Guru Dato' Nik Abdul Aziz Nik Mat oleh Gusi Peace Price Foundation.

"Saya berasa amat terharu kerana penghargaan ini datang pada waktu dan saat umat Islam di Malaysia dan Asia melihat suatu perkembangan baru umat Islam di rantau ini yang mula meniti kejayaan khasnya bagi pejuang Islam di Malaysia," ujarnya ketika dihubungi Harakahdaily.

"Sememangnya wajar tokoh itu diberi penghargaan, namun saya sangat yakin bahawa tuan guru tidak pernah mengharapkan anugerah itu kerana beliau lebih menghargai anugerah daripada Allah yang telah meletakkan beliau sebagai pejuang Islam yang beristiqamah, dedikasi dan komited dengan perjuangannya," katanya lagi.

Kejayaan tersebut ujarnya tidak dapat dipisahkan dengan sumbangan besar ulama' tersohor itu yang banyak menghasilkan karya, buku, mengajar, memberi pandangan yang kesahihannya menuju ke arah pembinaan ummah berteraskan Islam.

Dalam pada itu, beliau turut menyatakan bahawa selain anugerah yang diberikan Allah kepada manusia, bagi umat Islam terlalu kurang mendapat anugerah daripada manusia khususnya bagi mereka yang gigih memperjuangkan agama Allah.

"Bagi orang Islam, anugerah teragung adalah apabila dapat bertemu dengan Allah kelak.

"Namun teramat kurang dunia memberikan penghargaan kepada pejuang-pejuang Islam dan karyawan ulung dan tersohor," ujarnya lagi.

Beliau menganggapTuan Guru Nik Aziz memiliki pandangan yang membina, pendirian yang amat tegas, kata-kata yang didengari, dipatuhi pengikut serta amat digeruni musuh.

"Ketajaman penanya serta keberkesanan ideaya menjadi fokus utama penilai-penilai yang hendak menilai siapa tuan guru.

"Beliau seorang ulama' besar dan seorang ahli politik yang amat disegani, mempunyai visi dan misi yang jauh memandang ke hadapan, tok guru terus konsisten mengajak rakyat mendaulatkan Islam," katanya lagi.

Tuan Guru Nik Aziz dijangka akan menerima Anugerah Keamanan Nobel versi Asia, Anugerah Keamanan Gusi pada November ini di Manila, Filipina.

Anugerah keamanan Gusi ini diadakan setiap tahun oleh Gusi Peace Price Foundation dan difahamkan 10 hingga 15 tokoh akan dipilih untuk menerima anugerah yayasan itu.

Menurut sumber, anugerah ini akan disampaikan oleh Ketua Yayasan Gusi, Barry Gusi, di ibu pejabatnya yang terletak di Manila.

Barry Gusi dalam satu ulasannya mengenai penganugerahan itu berkata, Menteri Besar Kelantan itu merupakan tokoh kedua dari Malaysia yang memenangi anugerah ini.

Untuk tahun ini, seramai 1,490 tokoh dicalonkan di seluruh dunia sebagai penerima anugerah tersebut.

Oil – how low can it go?

MARKETS have long kept their fingers crossed that the uproarious oil prices would reach its crescendo and start its downward descend.

The relief when it finally did a week ago is unmistakable; financial markets are the first to exhibit its blatant glee. The joy is palpable and the cry of ecstasy from stock owners clearly audible. Across all stock exchanges around the world, its a sea of green, as stocks enlivened and re-energised back up north.

Barely two weeks ago, markets were a mess, as commodity prices continuously teased new highs on a back drop of slower economic growth.

The break arrived on July 14, when unyielding high oil prices finally buckled after reaching its high of US$147.27 on July 11. Since then, oil futures have declined more than 15% to US$124, which is also its new 7-week low as of Wednesday.

The oil plunge came after reports showed demand in the US and Japan, two of the three largest oil consuming countries, are falling as high prices crimp fuel consumption.

The US Energy Department says that US fuel demand averaged 19.9 million barrels a day last week, the lowest since January 2007.

Oil prices also fell as the Energy Department report showed that gasoline supplies rose 2.85 million barrels last week. Stockpiles of distillate fuel, a category that includes heating oil and diesel, climbed 2.42 million barrels.

The Significance of Oil

Oil has been on an unstoppable roll since the early days of 2002 when it was merely at the US$20 level. Since the emerging economies of China and India took off, oil has spiralled up by almost 600%.

The revolution of oil has seen the rallying of food commodities, the record profits of oil producers and the tears of airline operators.

In a booming world economy, surely there are some who triumph, while others ache.

But with oil comfortably above the US$100 level, it was no hilarious affair, especially with the suburban middle class also grappling with far reaching effects of inflation.

High oil prices have been the nucleus of all problems. Of all the eerie visions black gold generates, the one most unnerving is surely that of inflation.

Couple this with a slower rate of expansion, and the results are almost to dreadful to bear – stagflation.

In the last few months, countries such as India and Indonesia have been pulling out their fuel subsidies, as governments announced its inability to cope with the unbearable prices.

The Dow Jones Industrial Average has shown a direct correlation to the drop in oil prices. In the last two weeks, the Dow has added approximately 610 points to 11,632 as oil dropped some US$22 to settle at US$124.

On Tuesday, despite America’s fourth largest bank Wachovia Corp announcing a staggering second-quarter loss of US$8.86bil, oil’s US$3 slide far offseted the dampening news. The Dow rallied up 135.16 points.

Evidently, financials are not a factor for stocks. Oil is.

“There could be an acceptance that the market has seen the peak of oil prices, at least for the mid term,” says a market observer.

With oil’s drop coinciding with a firmer dollar, analysts say this may further reduce the appeal of commodities.

Technical analysts say that oil can now head lower, with the next area of support around the $120 to $121 mark a barrel for US crude.

i Capital says, it sees crude oil price falling over the next 3 to 6 months to possibly US$100 to US$110 per barrel before bottoming out and starting another rally.

“Prices of selected soft commodities have peaked or also peaking. As a result, inflation is also peaking and by the end of 2008, inflation rates in most countries will be lower than now,” it says.

ECM Libra believes the fall in oil prices are largely due to profit-taking, and says that the retracement was waiting to happen, partly because of the speculative element in oil prices.

“On an economics viewpoint, our economist believes that the US Dollar will continue to see a decline, hence we expect that speculative activities will help to keep oil prices buoyant in the near term,” says the research house.

Over in the US, the Senate Democrats has cleared the first hurdle for legislation to curb energy market speculation. Democrats said the measure could reduce oil prices as much as 50%.

Its still boom time ..

Malaysia’s key attraction has always been its position as a net oil exporter. With the discovery of the first deepwater field, Kikeh by Murphy Oil in 2002, it has been a significant turning point in Malaysia’s oil and gas sector.

Since then, its been a frenzy of activity with 26 deepwater fields discovered. Seven of these fields are slated for development over 2008 to 2012.

Meanwhile, many are still under the misconception that oil and gas service support companies are direct beneficiaries of high oil prices. Hence lower prices ought to also trim its prospects.

It would certainly be simplistic to assume that all the immense activity will come to a screeching halt just because oil prices drop.

With billions hoarded into the sector, how can oil prices render a sector of gargantuan proportions high and dry.

Petronas has pledged that it will continue to invest actively next year and its capital expenditure spending should be 5% to 10% higher than this years RM37.6bil, driven by deep sea exploration.

High oil prices or not, its business as usual for the oil and gas sector in Malaysia.

A slew of contracts continued to be announced this week.

Muhibbah Engineering Bhd received RM166.2mil in crane orders and RM245mil in offshore support vessel orders.

Petra Energy Bhd, the brownfield services arm of Petra Perdana Bhd, also received an RM40mil service contract from Shell. Coastal Contracts Bhd, a shipbuilder in Sabah, received vessel orders amounting to RM718mil.

Kencana Petroleum Bhd’s unit Kencana HL Sdn Bhd secured a RM48mil contract from Murphy Sarawak Oil Co Ltd.

Where do oil prices go?

When contacted, most corporate chieftains of Malaysia’s oil and gas service support companies, feel that oil prices are really a function of speculation, geopolitical tension and the cost of oil production.

The current dip in prices is a welcoming relief as it eases the economy’s inflationary pressures.

Kencana Petroleum Bhd executive chairman Datuk Mokhzani Mahathir does not see oil prices going south to the US$100 per barrel for a very long time to come.

“However, I qualify this statement by stating that the exorbitant prices of oil today isn’t due to supply and demand issues. Prices are being speculated just like any other tradable commodity on world markets. The only difference is oil is a finite resource which no one can really estimate how long before the last drop is consumed. Geopolitical issues have a bigger impact on oil prices than consumption does.”

“Also, discoveries are now being made in deep water areas, which means higher cost. Sooner or later, the real cost of producing oil will dictate oil prices. Currently, speculated oil prices are much higher than production cost,” he says.

Petra Perdana Bhd executive chairman and chief executive officer Tengku Datuk Ibrahim Petra says that oil prices are experiencing great volatility, and likens what is happening today to a share market ‘correction’ or ‘consolidation’.

“I believe an equilibrium will be reached over the next six to 12 months, where prices are expected to remain high. My estimation is range-bound between US$100 and US$130 per barrel,” he says.

With factors such as a slowing economic growth, escalating inflation and the financial downturn, Ibrahim says this may reduce the demand for fossil-based fuels.

Ibrahim adds that countries are also already looking at alternative energy such as nuclear energy, which many governments may seriously consider.

“In Malaysia, we are looking at tax incentives to promote renewable energy and emphasis on bio-fuel technology continues to increase. Ultimately, this would reduce our dependence on fossil fuel, gradually easing the price of crude oil,” he says.

SAAG Consolidated (M) Bhd chief executive officer Anand Subramanian sees oil prices coming off.

“I see oil prices trading between US$90 to US$110. Probably by year end, oil prices will reach the upper bandwidth of the forecast. The price of US$90 will perhaps be reached in the medium term.”

Surprisingly, Anand says that high oil prices aren’t just bad for the world economy as a whole, but also for oil and gas service providers.

“This is made worse especially when such high prices have little or no fundamental reasons for increase other than geopolitical concerns. At US$80 to US$100, that was supply and demand being played out. But beyond US$100, it is driven purely by speculative rage. Once the speculators take over the trading mechanism, fundamentals no longer are at play. Prices become so sensitive, that the slightest news such as Iran will cause oil prices to run up.”

Anand says that if oil prices skyrocketed, longer term contracts of service providers would be affected.

“Costs will rise. I will have to pay higher salaries. Inflationary pressures will affect the profitability of my contracts hurting my bottomline. Inflation will snowball throughout the entire economy, and that is when we will see no growth,” he adds.

Nonetheless Anand adds that speculators do have an economic function to play as they even out price variances which enables businessmen to protect their margins.

This allows price movements to be evened out as the speculator absorbs some risk as well as provide liquidity to the market.

“It is when the speculators become superlatively strong (like in the last 3 months), that their actions start to hurt the economy,” he says.

Adds Anand, “There is no shortage of oil, natural gas or any resources in the world. Do you see people lining up for corn, wheat or oil?”

Meanwhile, integrated offshore provider, Alam Maritim Resources Bhd group managing director Azmi Ahmad also personally feels that oil prices will come off.

“There is a lot of speculation, and people are playing it up. Its difficult for me to give a forecast or to put an actual figure to oil prices. As long as we live in a geopolitical environment; where the issues in Iran are not solved and tornadoes happen, these will be excuses to push oil prices up,” he says.

A contrasting opinion comes from Dayang Enterprise Holdings Bhd’s managing director Tengku Yusof Tengku Ahmad Shahruddin who believes oil will eventually head back up.

“The days of us enjoying oil prices at US$60 or US$80 are over. I’m pretty bullish on oil prices. I think its a matter of time before oil prices touch US$200. . . but it won’t be this year,” he says.

Whither O&G sector?

Most corporate figures from the sector scoff at the notion that jobs will dwindle with retreating oil prices. At present, the situation is one where oil and gas (O&G) service support companies are trying their best to cope with demand.

Service providers basically provide their services based on an agreed scope of activities to be undertaken within a specified time-frame, for which a contract is developed.

Therefore, the upward or downward trend of oil prices has no impact on the contract value.

“However, it must be noted that when oil prices are ‘high’, there is a likelihood of increased activities upstream, resulting in more contracts to be issued, and when prices are ‘low’, contracts would still be issued to ensure proper support and maintenance activities of all O&G facilities offshore,” says Ibrahim.

Mokhzani says that earnings and margins for Kencana should continue to be on the uptrend for the next few years, not only because of the current order book but because it has already announced plans to diversify into other O&G support services.

“The oil majors will continue with their development programs at this fast pace until the oil price drops significantly below US$100/barrel. We saw a surge in E&P activity when

oil rose to US$60/barrel and beyond. I don’t believe this level of activity will subside which means Kencana’s services will continue to be in demand,” says Mokhzani.

Ibrahim says that as part of the nation’s growth vehicle, O&G exploration & production activities, which includes refurbishment of ageing fields and possibilities of revival of marginal fields will continue irrespective of oil price.

“It is the same for the region where more E&P activities including brown field activities will continue to be the mainstay of activities. Coupled by the demand for offshore marine services, it is therefore safe to conclude that it is highly likely that we would be kept busy over the next few years and safe to say that it doesn’t really matter what the oil price is pegged at, so long it is above the extraction cost,” he says.

Presently, Petra‘s vessels are operating in both shallow and deep waters in the Asia Pacific Rim.

Although increased exploration, production and development activities especially in deep waters were somewhat obvious in recent years, demand for Petra’s vessels have been gradually escalating over the years. One of the main reasons for this is scarcity of supply.

“This demand has caused the charter rates to escalate. In 2007, our average vessel utilisation was 75%, and in 2008 and beyond, we expect a higher utilisation given higher exploration and production activities and revival of marginal fields. In fact, our market reach includes both new and developing and ageing O&G platforms, which number more than 250 in the country, and over 600 in the region,” says Ibrahim.

Azmi says that perhaps, if oil corrected significantly, it would then have an impact on demand and defer certain expenditure programmes,” he says.

“At US$35 per barrel, Petronas was already drilling for oil. Furthermore, even if oil prices come down, demand for oil consumption is still up.”

He says that in Alam Maritim’s case, the cost of fuel for its vessels are passed on completely to the oil major.

“We are benefiting from the increased activity in the sector. This in turn increases demand for our offshore vessels. For every project that we go into, we ensure that we can make decent profits. Alam is well positioned in this environment, as our contracts span between 3 to 20 years,” he says.

Azmi says that while the attention is on deepwater exploration, production in shallow waters still need to go on.

“In today’s environment, people are rushing to bring out oil. It is this activity and urgency that is causing marine vessels charter rates to increase. Some vessels are more than 20 years old, needs to be replaced, and this creates a vacuum between the demand and supply, and is another factor why charter rates increase,” he says.

On this note, Alam Maritim is spending some RM400mil to buy 12 new vessels, to be delivered in the years until 2010.

The group will take delivery of 10 new vessels this year, and the two remaining vessels by 2010. The new buildings will increase the company’s fleet size to 34 by 2010.

Meanwhile, Yusof says that Dayang has been generating revenue of over RM100mil over the last seven years even when oil prices were at much lower levels.

“Of course there is slightly more work when oil prices are high, as the oil majors don’t want disruption of their planned production.”

“But when oil prices were at much lower levels, there was still scheduled maintenance works to be done. So no, we’re not at all affected,” he says.

Dayang too, is looking to acquire more vessels in the near term to complement its network of three accomodation work boats, and one supply boat. Another accomodation work boats, with a 189-pax capacity, will come on stream by the first half of 2009.

Summing it up, Mokhzani points out that as long as the oil majors find it viable to explore, develop and produce oil, Kencana will have a market to cater to.

“We provide engineering and fabrication services just like any other construction company. The fluctuation in the price of oil effects the oil majors more than it does us. Having said that, should the price of oil drop to very low levels, that the oil majors will review their exploration and production program, which then would effect us. Our margins are quite consistent but the amount of work varies with the oil price,” he says.

Breakeven point?

Mokhzani says he is unsure at what level would the oil majors find it not viable to explore for oil.

“In the last few years the emphasis has been on deep water exploration, which is very expensive. Large reserves discovered in Malaysia and Brazil have renewed interest in the O&G industry and have seen some huge investments being made for marine vessels and equipment to work these deep water projects. To make these investments pay, the oil majors will be looking at keeping the prices of oil relatively high,” he says.

Anand says a breakeven level for production of oil would probably be at about US$30 which might rise a little more due to the heavy capital expenditure and costlier sources such as deepwater and oil sand being tapped.

“If oil prices continue to go down, it will not affect our margins or our ability to secure projects unless it goes well below US$50.”

Ibrahim says that the extraction cost of crude oil could vary from US$20 to US$35 depending on various circumstances in the extraction logistics.

“Any price above this rate would make it viable and profitable for oil majors. So even if the prices head downward, it would still be viable and lucrative for oil majors to extract so long it does not breach the extraction cost for that field,” he says.

Of course, given lesser prices, hence lesser margin, Ibrahim says there would inevitably be a change in strategy, in terms of lesser quantum for investments and capital expenditure, and increased focus on maintenance-type activities.

“Such a scenario would benefit Petra Perdana which is involved in offshore marine services in both the green and brown field sectors,” he concludes.

Salahuddin praised Kamaruzaman Mohamad’s initiative.

Dangdut singer Inul Daratista “over-acts” in a suggestive manner when she perform on stage, said Salahuddin.

“All elements about her performance are inappropriate and not suitable for youngsters in this country,'' he said in response to the singers’ scheduled concert at Stadium Putra in Bukit Jalil tomorrow.

A group led by Kamaruzaman handed a memorandum to Kuala Lumpur mayor Datuk Abdul Hakim Borhan on Wednesday calling for Inul’s concert to be cancelled.

The memorandum cited many reasons including that the concert was “erotic”.

City Hall has issued a permit for the concert.

Salahuddin said various Muslim NGOs had also expressed their discontent. “Hopefully, her concert will be cancelled like it was in Johor Baru,” he said.

The Johor Baru district office cancelled the permit for Inul’s concert, scheduled for last Saturday at Stadium Tan Sri Haji Hassan Yunos in Larkin, barely 24 hours before show time.

Famous for her gelek gerudi (killer gyration) hip movements, Inul has performed in Malaysia in 2005 and 2007.

Malaysian Ruling Party Vows to Pursue Legal Action Against Opposition Leader Anwar Ibrahim

Malaysia's governing United Malaya National Organization, UMNO, is pressing on with legal action against opposition leader Anwar Ibrahim, who faces allegations of sexual abuse. Anwar has vowed to move ahead with plans to lead the Malaysian government by September despite the charges. Ron Corben has more in this report from Bangkok.

Malaysia's Home Minister, Hamid Syed Albar, told a gathering of 90 diplomats at a briefing this week in Kuala Lumpur that he would be providing foreign missions with what he termed "the real story" about allegations of sodomy against opposition leader, Anwar Ibrahim.

Anwar has rejected the allegations raised in June by a 23-year old aide, Mohamad Saiful Bukhari Azlan, saying it is a conspiracy to prevent him from challenging the current coalition government led by the United Malays National Organization, UMNO, in power since 1957.

The allegations came exactly two months after Anwar returned to Parliament following a ten year absence.

In 1998, Anwar had been deputy prime minister under Malaysia's longest serving prime minister, Mahathir Mohammad, and considered the anointed successor when he challenged Mr. Mahathir to step aside.

Instead, Anwar was fired as deputy prime minister and faced charges of corruption and sexual abuse. He was sentenced to 15 years in prison but eventually served just six years in jail for corruption charges.

In 2004, Malaysia's Federal Court overturned a sodomy conviction pointing to weaknesses in the prosecution's case.

But in June, new charges of sodomy resurfaced.

In early July, Anwar maintained he would press on with the bid to seize power from what he had termed, "a corrupt government". He added he would fight the allegations "day and night" saying the young man accusing him was "being manipulated by powerful forces".

On July 16, Anwar was arrested at his home, an hour before a deadline for him to appear at the police headquarters. He was held in jail overnight.

Professor Carl Thayer, a regional security analyst at the Australian National University, says the allegations appear to be part of a struggle by the ruling party, the United Malays National Organization (UMNO) to fend off the threat from Anwar and his supporters. "The core elite that gathered in the UMNO - the United Malays National Organization - have been absolutely ruthless under various prime ministers, particularly (Dr) Mahathir (Mohammad) in making sure that their supremacy is maintained. And although (Prime Minister) Badawi was seen as less harsh, what this is demonstrating is that some of his colleagues are playing a vicious game," he said.

But Home Minister Syed Hamid Albar has denied charges of a political conspiracy adding the government was not expecting a political backlash.

Zawbry Abdul Kadir, a senior UMNO Party member, says despite Anwar's allegations of conspiracy he had to accept the rule of law.

"What we're suggesting is the rule of law must take place. The problem now is that Anwar is going around trying to question the legitimacy of these institutions, including the police institutions, our judicial system and as a result it creates more confusion among the Malaysian and it makes it into more political in nature," he said.

Soon after the latest allegations surfaced, opinion polls showed strong support for Anwar. But the UMNO Party's Kadir says the people have been reacting emotionally. "We really have to look at this objectively that is why I care that Malaysians are more rational now to look at this case whether it is real or a concocted one or 'an old script being played out again' or not. I think slowly, I'm sure slowly the Malaysians will come to rational ground," he said.

In elections earlier this year Anwar and the opposition won an unprecedented 82 seats in parliament, as well as control of five of Malaysia's 13 states. The poor showing by UMNO increased pressure on Prime Minister Abdullah Badawi to announce he would step down by 2010.

Deputy Prime Minister Najib Razak is the likely successor. But Najib's position has been clouded by reports of links with a Mongolian woman who was murdered in 2006. Najib denies he knew the woman.

Thayer said the sodomy allegations against Anwar may enable UMNO further time to regroup and fend off the opposition leader's challenge for power. "The sodomy charges have derailed movement in that direction for the moment and put it off. Until those charges are resolved it buys time for Badawi and Najib and others to react. For example, which could be, the Prime Minister (Badawi) falls on his sword and resigns and takes off some of the local heat so the elite in UMNO can maintain their positions of power?"

Anwar is viewed as "bridging the divide" in Malaysia between the differing communities while his success at toppling the current coalition is dependent on defections from the ruling UMNO.

But Kadir believes the latest case against Anwar would undermine his plan, along with possibly weakening relations between the opposition parties.

"The way we look at it now he's having his own personal problems, let it solve by going into the proper judicial process rather than making it into a full blown political in nature. It will surely affect him somehow on this plan to become the prime minister in waiting in September. Probably it will affect the political pact between these few parties among themselves," he said.

U.S. Secretary of State Condoleezza Rice this week urged Malaysia to be transparent and follow the rule of law in dealing with the sodomy accusation against Anwar. Hours later, Malaysian Foreign Minister Rais Yatim accused Washington of meddling in his country's domestic affairs and told U.S. officials to stop commenting on the Anwar case. The two officials made their comments at separate news conferences in Singapore where they were attending a regional security meeting.

I am now facing one sedition charge and three criminal defamation charges. They say Muslims are allowed four and I have just reached my limit of four. Nevertheless, my great-grandfather, Sultan Ala’eddin Suleiman Shah, the Fifth Sultan of Selangor, had ten wives. He also had 44 children from these ten wives, my grandmother, Tengku Badariah, being one of those 44. Needless to say, with the track record set by my great-grandfather, would I be satisfied with stopping at just four? Certainly not! And, today, I am going to chalk up my fifth ‘criminal charge’, whatever that charge is going to be.

Today, in the spirit of my fifth criminal charge, I am going to make another ‘seditious’ or ‘criminal defamation’ allegation against Deputy Prime Minister Najib Tun Razak, in the spirit of what Anwar Ibrahim said to CNN last week (see the CNN report here: http://72.47.236.85/2008/content/view/10077/1/ ). And this allegation is that Najib met Saiful to discuss the sodomy allegation against Anwar and for no other reason other than that -- and certainly not to discuss the young man’s future career or scholarship.

This time I am going for broke. This time I am prepared to go to jail for a long, long time just to make sure that Najib is not going to become Prime Minister of Malaysia in June 2010. Yes, I know I am headed for a fall, but I am going to bring Najib down with me. We shall both hit the dirt and become history, side-by-side.

And how will that happen? Well, this time I video-recorded a ‘confession’ session. And the video recording is now in a safe place, ready to surface during my trial when they charge me for this newest ‘crime’, whatever that crime is going to be.

The gist is as follows. When Saiful went to meet Najib, he brought a friend along. And this friend has confessed to the entire thing in a video recording, which I now have in my possession. So bring it on. Give me all you’ve got. Charge me and let us see what happens in court.

Yes, Najib met Saiful to discuss how to fix Anwar on a sodomy allegation. No doubt, at first Najib denied all this. At first he said he never met Saiful, not even once in his life. Then he admitted meeting Saiful but said he met Saiful to offer the young man ‘career guidance’ and to discuss his future, scholarship, and all such matters. The first statement was a lie. The second was also a lie. Najib met Saiful to discuss the sodomy allegation against Anwar.

If Najib can lie so many times with regards to his meeting with Saiful, would he not also be capable of lying about never meeting or knowing Altantuya? What would Najib say if during my trial I adduce a military intelligence report dated when Altantuya was still alive which confirms that he was involved romantically (or ‘involved sexually’ would probably be the more appropriate word to use) with Altantuya?

Sure, charge me. Put me on trial. Even obtain a conviction and send me to jail if you wish. Hey, I am 58. By the time I go to jail I would probably be 60, if I happen to still be around and not already dead by then. So, you can send me to jail, but for how long? What difference does it make when I am no longer alive anyway? And I really don’t expect to live to a ripe old age of 83 like Tun Dr Mahathir Mohamad. Najib, however, will never become Prime Minister in June 2010. And that is worth going to jail for, however long the sentence may be.

Then, if the police charge you for anything, we will be reveal this tape to prove that what you told the police under duress is different from what you said tonight. That is why you must speak naturally and not look stiff or like you are being forced to say whatever you are going to saying. This video recording is for your protection to ensure that they will not arrest you and force you to make any statement that is not true.”

Keputusan muktamad Menteri Besar, Exco Terengganu tidak boleh gunakan Mercedes – PM

PUTRAJAYA 25 Julai – Datuk Seri Abdullah Ahmad Badawi menegaskan, kesemua 14 buah kereta Mercedes E200 Kompressor yang telah dibeli kerajaan negeri Terengganu tidak boleh digunakan oleh Menteri Besar, Exco dan para pegawai kanan negeri itu.

Perdana Menteri berkata, kereta-kereta itu hanya akan digunakan untuk membawa tetamu-tetamu kerajaan negeri.

Menurut Abdullah, beliau dan Timbalannya, Datuk Seri Najib Tun Razak telah memaklumkan kepada Menteri Besar Terengganu, Datuk Ahmad Said semalam mengenai pendirian Kabinet bahawa kerajaan negeri itu perlu mengutamakan kereta nasional Proton Perdana V6 Executive.

Keputusan itu, kata Perdana Menteri, adalah muktamad.

“Dalam perjumpaan malam tadi, kita sudah maklumkan keputusan Jemaah Menteri bahawa Terengganu jangan gunakan kereta Mercedes untuk kegunaan Exco-Exco mereka.

“Tapi dalam hal ini, sebab sudah diberikan (kereta Mercedes kepada Exco), kalau nak jual pun ada kerugian, jadi kita gunakan kereta itu untuk tetamu.

“Itu keputusannya... tidak ada lebih, tidak ada kurang,” kata Abdullah pada sidang akhbar selepas menyempurnakan Majlis Anugerah Akademik Negara 2007 di Pusat Konvensyen Antarabangsa Putrajaya (PICC) di sini hari ini.

Kerajaan negeri Terengganu baru-baru ini membeli 14 buah kereta Mercedes E200 Kompressor dengan kos RM3.43 juta untuk Exco dan pegawai kanan kerajaan negeri bagi menggantikan Proton Perdana V6 Executive yang baru sahaja dibeli pada tahun 2004.

Ahmad yang membuat keputusan pembelian itu mendakwa kereta keluaran Proton amat rendah kualitinya dan kos senggaraannya tinggi. Beliau menjadikan faktor itu sebagai alasan pembelian tersebut.

Walaupun setiap sebuah kereta Mercedes itu dibeli pada harga RM245,000 yang dikatakan lebih murah daripada harga pasaran namun banyak pihak mengecam kerajaan Terengganu yang membuat pembelian berkenaan kerana ia bertentangan dengan arahan kerajaan Pusat yang menyarankan semua pihak berjimat cermat.

Kelmarin, Badan Pencegah Rasuah (BPR) mula menyiasat kos penyenggaraan kereta Perdana V6 Executive kerajaan negeri Terengganu yang mencecah sehingga RM175,229.79 sebuah antara tahun 2004 dan 2008.

Sementara itu, Abdullah turut mengulas kenyataan Menteri Besar Terengganu bahawa siasatan BPR dalam kes penyenggaraan kereta Proton Perdana yang berjumlah RM1.07 juta untuk tempoh empat tahun lalu sepatutnya diperluaskan kepada dakwaan penyelewengan dalam penganjuran Piala Monsun di negeri itu dan beberapa projek pembangunan lain.

Abdullah berkata: “Jika BPR ada sebab-sebab yang perlu dibuat siasatan kerana diragui dan disyaki ada unsur-unsur rasuah, itu terserahlah kepada BPR. BPR akan tentukan.”

Ketika mengulas hasrat Singapura yang mahu menuntut kawasan perairan wilayah dan Zon Ekonomi Eksklusif (EEZ) di sekitar Batu Putih, Abdullah berkata, Malaysia menyerahkan kepada jawatankuasa teknikal yang telah dibentuk oleh kedua-dua negara untuk membincangkan perkara itu.

“Kabinet tidak bincang perkara ini tapi Kabinet tahu mengenainya.

“Yang penting selepas keputusan dibuat (oleh Mahkamah Antarabangsa di The Hague pada Mei lalu) mengenai Batu Putih, Batuan Tengah dan Tubir Selatan, kedua-dua negara telah bersetuju membentuk jawatankuasa teknikal supaya kalau ada isu dan tuntutan berkaitan, maka ia akan dibawa ke pengetahuan jawatankuasa itu.

“Tidak payahlah berhujah dan berbalah mengenai perkara ini,” kata Perdana Menteri.

Konspirasi DNA DSAI.

"Polis cari kesan Anwar di lokap"...ni tajuk berita dalam webblog Malaysiakini hari ni...isu ni dah lama dah aku ulas dulu dalam artikel aku bertajuk "PDRM Dah Dapat DNA DSAI & Lojika Liwat 2..." memang lojik apa yang Sivarasa cakap tu tapi ada 1 part yang aku tak setuju dengan Sivarasa ni.

Antara kenyataan Sivarasa : "secara saintifiknya sampel itu tidak boleh dipakai". "Kita boleh buat spekulasi. Apa tujuannya (ambil rambut, bulu dan sel kulit)? Kenapa mahu ambil sampel dari simen. Apa relevannya? "Mungkin dia (polis) akan cuba ambil sampel DNA dengan cara ini. Tetapi ini akan dibantah dalam mahkamah, jika digunakan. "Bagaimana kamu boleh ambil sampel macam ini... sebab (dalam) lokap itu, kita tahu, ini fakta, hari sebelumnya memang dipenuhi tahanan lain. "Jadi, secara saintifik, sampel yang diambil tidak boleh dipakai (kerana mungkin bercampur dengan sampel lain),"

Lojik yang kita kena fikir dari sudut pengetahuan sains...

"secara saintifiknya sampel itu tidak boleh dipakai" huraian dari saya - kenyataan Sivarasa 100% tidak benar...kenyataannya ialah, sample tersebut BOLEH DIPAKAI untuk apa-apa tujuan baik untuk pengesahan DNA id atau sebagai bahan bukti.asas saya ialah DNA Anwar tetap DNA anwar & sekiranya keputusan id dibawa kemahkamah ianya tetap mengesahkan bahawa DNA itu milik Anwar kerana id DNA tak mungkin berubah dalam apa keadaan sekalipun.

"Kita boleh buat spekulasi. Apa tujuannya (ambil rambut, bulu dan sel kulit)? Kenapa mahu ambil sampel dari simen. Apa relevannya? huraian dari saya - relevannya, walau dari celah manapun DNA tersebut diambil ianya tetap milik Anwar Ibrahim & pihak polis tentunya dapat mengesahkan id DNA tersebut melalui perbandingan sample DNA yang sedia ada dalam simpanan PDRM & pihak Hospital yang telah diambil terdahulu pada tahun 1998-99.

Tujuan diambil DNA tersebut bagi saya bukanlah bertujuan untuk membandingkannya dengan yang didapati dari tempat kejadian, tetapi lebih kepada menempatkannya ke tempat kejadian & bakal-bakal bahan bukti.itu keperluan yang saya nampak dipihak PDRM.DNA yang diperlukan bukan untuk dibuat perbandingan dengan yang sedia ada, tetapi UNTUK DIJADIKAN BAHAN BUKTI ( dengan meletakkannya pada bakal-bakal bahan bukti & temat kejadian yang direka ).

"Mungkin dia (polis) akan cuba ambil sampel DNA dengan cara ini. Tetapi ini akan dibantah dalam mahkamah, jika digunakan. huraian dari saya - adakah kita dapat sahkan dalam mahkamah sample DNA tersebut diambil dari mana?adakah kita berfikir pihak PDRM akan mendedahkan DNA tersebut diambil dari mana? saya katakan bahawa didalam mahkamah nanti pihak PDRM akan mengatakan bahawa sample DNA tersebut diambil dari tempat kejadian & 100% saya katakan bahawa pihak PDRM akan menafikan bahawa sample DNA tersebut diambil dari dalam sel tempat Anwar ditahan.yang ini saya amat-amat yakin...sejarah telah mengajar kita bahawa mereka akan melakukan apa sahaja untuk mensabitkan jenayah tersebut keatas Anwar.

"Bagaimana kamu boleh ambil sampel macam ini... sebab (dalam) lokap itu, kita tahu, ini fakta, hari sebelumnya memang dipenuhi tahanan lain. "Jadi, secara saintifik, sampel yang diambil tidak boleh dipakai (kerana mungkin bercampur dengan sampel lain)," huraian saya - dalam hal ini rasanya pihak peguam Anwar yang diwakili oleh Sivarasa WAJIB merujuk kepada pakar sains kerana sepengetahuan saya, DNA boleh dihilangkan dengan mudah iaitu hanya dengan menggunakan "clorox" sahaja.ini adalah fakta yang sebenarnya.

Fikirkan perkara ini sedalam-dalamnya.memang benar kita menerima kenyataan bahawa hari sebelumnya lokap yang digunakan untuk menahan Anwar dipenuhi dengan tahanan-tahanan yang lain & apa yang perlu kita lihat ialah - apa perlunya mengosongkan sebuah sel yang sebelumnya penuh semata-mata untuk mengisi seorang "suspek" yang tidak merbahaya???

Saya katakan begini - sebelum Anwar ditahan didalam sel tersebut, pihak PDRM telah melakukan pembersihan terhadap sel tersebut dengan mengosongkan sel & mencuci sel tersebut dengan clorox ( untuk menghilangkan DNA tahan-tahan sebelumnya ) & hasilnya tersedia 1 sel yang bersih dari DNA individu lain.

Selepas "pembersihan" dilakukan, pihak polis pun menempatkan Anwar didalam sel tersebut ( walaupun belum disabitkan dengan kes ) & saya katakan tujuannya ialah untuk mendapatkan sample DNA Anwar tanpa perlu bersusah payah.hal ini telah saya terangkan didalam artikel saya sebelum ini "PDRM Dah Dapat DNA DSAI & Lojika Liwat 2..."

Jika apa yang saya huraikan diatas benar-benar berlaku, kita andaikan bahawa perancangan mereka untuk melibatkan Anwar dalam kes ini hampir berjaya cuma 1 sahaja yang masih menghalang mereka untuk melengkapkan kes ini - jadual pergerakan Anwar.

Sekiranya ada mulut-mulut atau mana-mana individu membocorkan maklumat ini, maka lengkaplah konspirasi liwat 2 & peluang Anwar untuk ke Penjara Sungai Buloh memang terbentang luas.

Dipihak Anwar - perlu ada persediaan rapi untuk menggagalkan rancangan jahat ini.apa cara sekalipun kita telah belajar dalam kes liwat 1 dimana mereka akan cuba sedaya upaya untuk mencipta kes walaupun nampak tidak lojik.jangan sampai kita terperangkap akibat kelalaian kita sendiri.

Malaysia demands US stop 'interfering' in Anwar case

KUALA LUMPUR (AFP) — Malaysian Foreign Minister Rais Yatim Friday demanded the United States stop "interfering" in an investigation into sodomy allegations against opposition leader Anwar Ibrahim.

US Secretary of State Condoleezza Rice Thursday urged Malaysia to ensure a "transparent" investigation into the sexual misconduct allegations against Anwar -- the same charge that saw him jailed a decade ago.

"Whatever others say from outside Malaysia is irrelevant. Ultimately it is the decision of Malaysians that will be counted in this case," Rais Yatim told AFP.

"Anwar may have many friends overseas to prop him up for his image and for his present situation but Malaysia has its own laws and domestic constitution," he said.

"The US has got this larger-than-life image in assuming the position as policemen of the world. They want to project this all along but they have to stop interfering and making comments such as these," the minister said.

"After a certain point, if they keep interfering with the internal affairs of other countries, then the US has got to answer to the big question of responsibility and whether they have the jurisdiction to do that, as powerful as they may be," he said.

Prime Minister Abdullah Ahmad Badawi also got stuck into the US.

"I want to make this important point: We are a sovereign country and we have our own set of laws. Whatever we do we will make sure it is consistent with the laws and spirit of the laws in Malaysia and I hope people will respect it," he told reporters.

Malaysia has accused the US of meddling in its internal affairs by raising concerns over Anwar's arrest last week.

Rice however said the US would continue to speak out on cases involving human rights and politics although it did so "in a spirit of respect for Malaysia".

Former Canadian prime minister Paul Martin, ex-World Bank chief James Wolfensohn, and Michel Camdessus, the former head of the International Monetary Fund have also urged the sodomy allegations be dropped.

They also reiterated their "full confidence," in Anwar's moral integrity.

Anwar spent a night in custody last week after being arrested over accusations that he sodomised a 23-year-old male aide. He was released on bail and must report back to police on August 18.

The allegations threaten to derail Anwar's spectacular political comeback, after March elections that handed the opposition a third of parliamentary seats.

He has said he plans to seize power soon with the help of government defectors.

Anwar was sacked as deputy premier in 1998 and jailed for six years on corruption and sodomy charges.

The sex conviction was overturned by the nation's highest court in 2004.

'Goyang gerudi' batal lagi, penganjur rugi RM500 ribu

KL: Penganjur IMS Prima Sdn Bhd bukan sahaja terus menanggung malu malah terpaksa menampung kerugian berjumlah setengah juta ringgit akibat pembatalan konsert Inul Daratista buat kali kedua di Malaysia.

Konsert kali kedua Inul itu dijadual berlangsung di Stadium Putra Bukit Jalil, Ahad ini selepas selepas konsert pertama Inul Live In JB dibatalkan.

Pengurus Besar IMS, Nasir Abu Bakar, memberitahu murai.com.my petang tadi, mereka mendapat tahu mengenai pembatalan konsert di Bukit Jalil, pagi tadi.

Katanya, kertas cadangan ini ditolak oleh Jawatankuasa Agensi Permohanan Penggambaran Filem dan Persembahan Artis Luar Negara (PUSPAL).

"Ya, kami malu, sedih dan kecewa dengan apa yang terjadi. Kami juga malu untuk berhadapan dengan Inul di atas pembatalan ini.

Kami sudah menghubungi Inul di Surabaya untuk memaklumlah pembatalan kedua ini dan Inul nampaknya tenang dan akur walaupun kecewa.

"Pihak kami terpaksa menanggung kerugian hampir RM500,000 termasuk kos pengangkutan, logistik dan promosi.

"Saya juga difahamkan oleh pihak DBKL dan polis bahawa konsert ini ditolak atas sebab keselamatan negara dan bukannya personaliti atau persembahan Inul.

Hj. Bakhil, Labu dan labi

Ni aku cilok dari blog mat saman kati...korang baca la...ujung-ujung minggu ni baguih buat cuci hotak tuh...

Maka, muqabalah pun dipersetujui dan perjumpaan pertama telah pun ditetapkan di Hotel Sunway, Pulau Pinang. Umno diwakili oleh Do, Re, dan Mi manakala Pas diwakili oleh Labu, Labi dan Hj. Bakhil.

Kesemua wakil ini sepatutnya bertolak dari Kuala Lumpur serentak, tapi nasib tak baik, kereta Proton Perdana yang dinaiki, dua-duanya rosak. Biasa la. Jadi keenam-enam delegasi ini sepakat untuk menaiki keretapi.

Wakil Pas membeli tiga tiket untu mereka tetapi wakil Umno hanya membeli satu tiket sahaja! Hj. Bakhil pun bertanya kepada Do. "Pasai apa beli satu saja?" Do pun jawab. "Satu tiket boleh pakai tiga orang! Tak percaya, tengok nanti."

Bila keretapi bergerak, Do, Re dan Mi masuk kedalam tandas. Hei!!! Tiga orang masuk satu tandas? Hj. Bakhil terkebil-kebil.

Tak lama kemudian, datang la pemeriksa tiket. "Tiket...tiket!!"

Hj. Bakhil, Labu dan Labi pun menunjukkan tiket masing-masing untuk diketip. Sampai kat tandas, pemeriksa tiket pun mengetuk pintu tandas."Tiket...tiket!". Hj. Bakhil, Labu dan Labi memerhati dari jauh. Pintu tandas dibuka sikit, dan satu tangan menghulur tiket dicelah-celah pintu yang sedikit terbuka. Pemeriksa tiket pun mengambil tiket dan selepas mengetip, dia pun letak balik kepada tangan yang menghulur.

Selepas beberapa seketika, agak-agak pemeriksa tiket sudah pergi kegerabak lain, Do, Re dan Mi pun keluar dari tandas dan tersenyum.

Hj. Bakhil pun bagi tau kat Labu dan Labi. "balik nanti, kita boleh buat macam tu."

Dalam perjalanan balik, Hj. Bakhil pun membeli satu tiket untuk tiga orang. Tapi dia heran, Do, Re dan Mi tak beli tiket! Dia pun tanya kat Re dan Re pun jawab." Balik semua free!"

Bila keretapi bergerak, Do, Re dan Mi berlari masuk satu tandas. Hj. Bakhil, Labu dan Labi pula masuk tandas lagi satu disebelah.

Beberapa minit kemudian, Do keluar dari tandas dan berkata didepan tandas Hj. Bakhil. "Tiket....tiket." Satu tangan menghulur tiket dicelah-celah pintu yang sedikit dibuka. Do mengambil tiket itu dan terus lari ketandas dia.

Abdullah Harap Hormati Kedaulatan Malaysia Berhubung Dakwaan Kes Liwat Anwar

PUTRAJAYA, 25 Julai (Bernama) - Datuk Seri Abdullah Ahmad Badawi berkata beliau berharap semua pihak akan menghormati kedaulatan Malaysia apabila mengulas dakwaan kes liwat membabitkan Penasihat Parti Keadilan Rakyat (PKR) Datuk Seri Anwar Ibrahim kerana negara mempunyai undang-undang sendiri.

Perdana Menteri berkata Malaysia akan memastikan apa juga yang dilakukannya adalah konsisten dengan undang-undang.

"Kita sebuah negara berdaulat. Kita mempunyai peruntukan undang-undang sendiri. Apa juga yang kita lakukan, kita akan berusaha memastikan ia konsisten dengan undang-undang yang kita ada di Malaysia.

"Itulah yang kita lakukan dan saya harap semua pihak akan hormati kita. Itulah saja yang saya ingin katakan dan tiada yang lain," katanya selepas merasmikan Majlis Anugerah Akademik Negara di Pusat Konvensyen Antarabangsa Putrajaya (PICC) di sini.

Beliau berkata demikian kepada pemberita selepas diminta mengulas kenyataan bersama oleh tiga bekas pemimpin antarabangsa yang menggesa Malaysia menggugurkan pertuduhan liwat terhadap Anwar dan kenyataan Setiausaha Negara Amerika Syarikat (AS) Condoleezza Rice yang AS akan terus mengeluarkan kenyataan atau bercakap mengenai kes perundangan termasuk kes melibatkan Anwar.

Tiga bekas pemimpin dunia itu ialah bekas Perdana Menteri Kanada Paul Martin, bekas presiden Bank Dunia James Wolfensohn dan bekas presiden Tabung Kewangan Antarabangsa Michel Camdessus.

Anwar ditahan pada 16 Julai selepas bekas pembantunya yang berumur 23 tahun, Mohd Saiful Bukhari Azlan, mendakwa Anwar meliwatnya. Anwar dibebaskan dengan jaminan polis selepas ditahan semalaman.

Ditanya sama ada pihak berkuasa akan menyiarkan rakaman video semasa Anwar ditahan pada 16 Julai bagi menyangkal dakwaan Anwar yang beliau diberi layanan buruk, Abdullah berkata siasatan terhadap tuduhan itu masih berjalan.

"Saya tidak mahu cakap apa yang mereka perlu lakukan atau apa yang mereka perlu siasat. Penyiasatan adalah di bawah tanggungjawab mereka (polis). Mereka patut tahu apa yang perlu dibuat," katanya.

Akhbar Internet "Malaysian Insider" melaporkan Kementerian Dalam Negeri mempertimbangkan untuk menyiarkan rakaman itu bagi menepis tuduhan yang polis melayan Anwar dengan buruk semasa ditahan semalaman dalam lokap.

Berhubung tindakan Singapura menuntut kawasan perairan wilayah dan Zon Ekonomi Eksklusif (ZEE) di sekitar Batu Puteh, Abdullah berkata Malaysia dan Singapura telah bersetuju jawatankuasa teknikal Malaysia-Singapura akan menyelesaikan apa juga perkara yang berbangkit ekoran keputusan Mahkamah Keadilan Dunia (ICJ) yang memberikan hak kedaulatan Batu Puteh kepada republik itu.

Beliau berkata tidak perlu perkara itu dibangkitkan dan dihujahkan dalam media.

ICJ dalam penghakimannya pada 23 Mei tahun ini, memutuskan Singapura mempunyai hak kedaulatan terhadap Batu Puteh (dikenali di Singapura sebagai Pedra Branca) dan Malaysia bagi Terumbu Karang Tengah manakala Terumbu Karang Selatan, milik negara di mana perairan wilayah itu terletak.

Anwar perlu bertanding pilihan raya kecil - Husam

KUALA LUMPUR, 25 Julai: Naib Presiden PAS, Datuk Husam Musa berkata, langkah seterusnya bagi Pakatan Rakyat ialah bagi Datuk Seri Anwar Ibrahim, Ketua Umum Parti Keadilan Rakyat bertanding di dalam pilihanraya kecil dan dari situ, sikap UMNO boleh diukur nanti.

Beliau juga meminta Ketua Penerangan Umno, Tan Sri Muhamad Haji Mohd Taib agar menumpukan perhatian menyelamatkan partinya yang sedang menuju kehancuran tanpa cuba menggunakan parti lain untuk membantunya.

“Kerajaan UMNO yang mereput tidak boleh diselamatkan dengan gimmick seperti itu,” kata Husam mengulas kenyataan Muhamad kononnya muzakarah Umno dengan PAS akan diteruskan.

Padahal, Majlis Syura Ulamak PAS telah memutuskan fail muzakarah sudah tutup yang ada hanya pertemuan biasa sahaja boleh dilakukan iaitu muqabalah.

Sabah and Sarawak MPs to join up in two weeks, claims Anwar

BANTING, July 25 - Datuk Seri Anwar Ibrahim has declared just now that he would announce in a week or two his plan to run for Parliament.

By that time, he said, he would also have some Barisan Nasional MPs from Sabah and Sarawak to join him.

"I want to see how much they (BN) are willing to spend (in the by-election). By that time (the by-election), our friends from Sabah, Sarawak and the Peninsular would be joining us," Anwar told a crowd of thousands people at the Jugra stadium in Kuala Langat here, about 100km from Kuala Lumpur.

He added that it was necessary for him and the federal opposition to take over the government because the country was facing an economic crisis caused by BN's mismanagement.

"I can tell you that things will get worse in two months," Anwar told the cheering crowd.

Zalim terhadap keluarga Shahrial - GMI tuntut penjelasan Syed Hamid

KUALA LUMPUR, 25 Julai (Hrkh) - Gerakan Mansuhkan ISA (GMI) mendesak Menteri Dalam Negeri, Dato' Seri Syed Hamid Albar memberi penjelasan kelewatan membawa keluar tahanan ISA, Shahrial Sinin yang tidak sempat menemui anaknya Aina Mardiah, 17, yang sakit tenat sebelum (Aina Mardiah) meninggal pada 3 Julai lalu.

Pengerusi GMI, Syed Ibrahim Syed Noh berkata demikian sebagai respons kenyataan Timbalan Menteri Dalam Negeri, Dato' Wan Ahmad Farid Wan Salleh di Dewan Negara semalam, bahawa kerajaan akan mempertimbangkan cara terbaik untuk mempercepatkan proses menandatangani borang keluar bagi tahanan ISA yang ingin menziarah keluarga terdekat yang sakit atau meninggal dunia.

Wan Ahmad Farid juga menyatakan, mengikut prosedur ISA, tahanan yang ingin keluar melawat keluarga yang sakit memerlukan tandatangan menteri terlebih dulu.

Isu mengenai kelewatan membawa keluar Shahrial melawat anaknya itu dibangkitkan Senator Zamri Yusuf yang menyatakan Shahrial yang ditahan di Kem Tahanan Perlindungan Kamunting tidak dibenarkan keluar daripada pusat tahanan itu untuk menemui anaknya walaupun keluarganya membawa dokumen sokongan daripada Hospital Kajang yang mengesahkan anaknya sakit tenat.

Pihak kem tahanan memaklumkan Shahrial dibenar keluar hanya selepas menteri menandatangani borang tertentu.

Sementara itu, Syed Ibrahim juga melahirkan kekesalan dengan jawapan yang diberikan Timbalan Menteri berkenaan.

"Kita sudah dapat mengagak jawapan yang akan diberikan. Respons yang diberikan adalah jawapan lazim apabila isu kelewatan membawa keluar tahanan ditimbulkan. Kami mengambil sikap positif apabila beliau menyatakan akan menimbang perkara tersebut

"Bagaimanapun kami membuat keputusan menghantar surat kepada Menteri Dalam Negeri meminta penjelasan daripadanya apakah prosuder bagi membenarkan tahanan keluar untuk melawat keluarga yang dalam kecemasan. Kami tidak pasti dimana kelewatan proses menandatangani borang tersebut sama ada pihak kem tahanan, polis atau menteri sendiri,"katanya sewaktu dihubungi Harakahdaily hari ini.

Jelas Syed Ibrahim dalam surat yang dihantar kepada menteri terbabit semalam, beliau turut menyebut kronologi yang berlaku, iaitu makluman mengenai Aina Mardhiah telah diberi 48 jam sebelum beliau meninggal dunia.

"Takkkan mesti menteri kena tanda tangan borang tersebut? Bagaimana jika menteri tersebut berada di luar Kuala Lumpur, menghadiri program atau ke luar negara?

"Oleh kerana kes ini telah berlaku, saya menuntut Syed Hamid membuat penjelasan kepada isteri dan ahli keluarga Shahrial Kami bimbang kes yang sama akan berlaku lagi pada masa akan datang,"katanya.

Sementara itu, Pengarah Kempen Bebaskan Tahanan Enam Tahun ISA, Nor Laila Othman menyatakan pihak kem tahanan telah dimaklumkan tentang keadaan kritikal anak Shahrial sejak jam 3 petang pada Rabu 2, Julai.

Katanya walaupun selepas itu ada kiriman faks dari laporan doktor, berita itu langsung tidak disampaikan oleh pengurusan Kemta pada Shahrial.

"Shahrial hanya mengetahui keadaan kritikal anaknya apabila isterinya, PuanFatma memaksa pihak kem tahanan membenarkan beliau bercakap sendiri dengan Shahrial pda hari Khamis 3 Julai jam 10 pagi.

"Walaupun berita itu disampakan,namun, Shahrial masih tidak dapat dibawa keluar dari Kemta lebih awal kerana ada peraturan baru iaitu, pergerakan keluar dari kem tahanan bagi tahanan ISA mesti mendapat surat kebenaran yang ditandatangani dari Menteri Dalam Negeri,"katanya.

Jelas Nor Laila, kesukaran mendapatkan tandatangan Menteri Dalam Negeri diakui oleh tiga orang polis cawangan Khas (SB) yang mana salah seorang darinya bernama Ayub, yang mengesahkan bahawa ketika itu jam 11pagi Khamis 3 Julai, sebaik saja doktor di wad 4 Hospital Kajang itu memberitahu beliau bahawa keadaan Aina Mardhiah sangat kritikal, pelbagai usaha telah dilakukan oleh pegawai polis tersebut.

Tambahnya, SB bernama Ayub itu berjanji bahawa Shahrial dikatakan akan dibawa ke Kuala Lumpur pada jam 1 tengahari dan dijangka sampai di Hospital Kajang pada jam 5 petang.

Bagaimanapun katanya,Aina Mardhiah telah meninggal dunia pada jam 6.15 petang. Shahrial hanya tiba di rumah jiran mereka, dimana jenazah ditempatkan, pada jam 9.45 malam. Katanya, Shahrial memberitahu, beliau hanya dibawa keluar dari kemta pada jam 5 petang hari yang sama.

Jelasnya, peraturan baru ( yang memerlukan tandatangan Menteri Dalam Negeri menambah lagi penderaan mental terhadap tahanan ISA dan keluarga .

Dalam pada itu, Norlaila menyangkal kenyataaan Wan Farid bahawa sejumlah 11 daripada 17 permohonan tahanan ISA untuk bantuan kewangan keluarga masing-masing sudah diluluskan dan menerima bantuan kewangan daripada Pejabat Kebajikan Masyarakat Daerah serta Baitulmal.

Melalui tinjauan rambang yang diadakan terhadap beberapa orang isteri tahanan ISA, terutamanya mereka yang telah menjadi mangsa lebih dari 6 tahun,semuanya mengesahkan mereka tidak pernah menerima sebarang bantuan dari Baitulmal.

Berikut adalah sebahagian dari mereka yang di hubungi Nor Laila:

1) Halimah Ishak, isteri kepada tahanan ISA Mohd Khaidir Hadran, yang ditahan sejak tahun 2003. Beliau mempunyai 8 orang anak berumur antara 6 hingga 19 tahun.Pendapatan hariannya adalah dari air soya yang dibuat sendiri dan dijual di pasar tani di Negeri Sembilan. Beliau tidak pernah mendapat sebarang bantuan dari Jabatan Kebajikan Masyarakat mahupun Baitul Mal.

2) Zulaiha Samsuri,isteri tahanan ISA Abd Murad Sudin, yang ditahan sejak tahun 2003. Beliau tinggal di Perak.Beliau mempunyai 4 orang anak berusia 6 hingga 13 tahun.Beliau tiada pekerjaan tetap, dan mendapat bantuan dari Jabatan Kebajikan Masyarakat berjumlah RM300 sebulan.Tetapi beliau tidak pernah mendapat sebarang bantuan dari Baitul Mal.

3) Zakiah Mat, isteri tahanan ISA Dr Abdullah Daud, yang ditahan sejak Januari 2002. Beliau mempunyai 12 orang anak berusia antara 10 - 23 tahun.Bekerja sebagai "baby-sitter" dan membuat kueh mueh dijual pada jiran-jirannya.Beliau tidak pernah mendapat bantuan dari mana-mana institusi Baitul Mal atau Jabatan Kebajikan Masyarakat.Beliau tinggal di Johor Bharu.

4) Hampir semua isteri Tahanan ISA "JI" yang telah ditahan di Kem Kamunting melebihi 6 tahun, tidak pernah menerima sebarang bantuan dari Baitul Mal mahupun Jabatan Kebajikan Masyarakat. Mereka ialah Siti Norma Ismail isteri kepada Abdullah Minyak Silam, Jurainah Basari isteri kepada Suhaimi Mokhtar, Fatma Masrum, isteri pada Shahrial Sirin, Fatimah Bt Shamsudin anak kepada tahanan ISA Shamsudin Sulaiman, Sajaratul Dursina isteri kepada Yazid Suffat dan Norlaila Othman isteri kepada Mat Sah Bin Mohd Satray. - mr_
