KUALA TERENGGANU, 28 Nov: Berikutan kematian anggota Parlimen Kuala Terengganu, Datuk Razali Muhamad petang tadi, kini Kuala Terengganu bakal menyaksikan pilihan raya kecil tidak lama lagi.
Dan pertembungan impian adalah antara Timbalan Pesuruhjaya PAS Terengganu, Datuk Wan Mutalib Embong dengan Ketua Umno Bahagian Kuala Terengganu, Datuk Wan Farid.
Wan Mutalib adalah calon yang disebut-sebut untuk menjadi calon PAS di Kuala Terengganu sebelum PAS Pusat memutuskan untuk mencalonkan Naib Presidennya, Haji Muhamad Sabu di situ.
Wan Farid yang kini adalah senator dan Timbalan Menteri Dalam Negeri pula adalah calon yang disebut-sebut untuk bertanding dalam pilihan raya lalu di kawasan ini tetapi nama beliau hilang selepas itu.
Ramai pihak menganggap pertembungan kedua-duanya adalah pertembungan impian banyak pihak kerana kekuatan yang dimiliki oleh kedua-dua calon itu di kawasan ini.
Wan Mutalib, AJK PAS Pusat, sebelum ini adalah Adun Batu Burok. Beliau kini menjadi Pengerusi JK Pemantau bagi pihak PAS Pusat untuk semua negeri-negeri yang diperintah oleh Pakatan Rakyat.
Selain beliau, turut tersenarai untuk menjadi calon-calon PAS adalah pesuruhajaya PAS Terengganu sendiri, Datuk Mustafa Ali.
Di pihak BN pula, nama bekas anggota Parlimen Kuala Terengganu, Zuber Embong juga ada disebut-sebut.

Wakil rakyat PKR, k'jaan Pakatan sasaran kritikan
Pentas Kongres Angkatan Muda Keadilan (AMK) PKR hari ini menjadi medan melepaskan geram pembahas yang tidak berpuas hati terhadap prestasi wakil rakyat muda mereka dan pentadbiran lima negeri Pakatan Rakyat.
Gayung kritikan ketua AMK Shamsul Iskandar Md Akin bersambut dan isu yang dibangkitkannya dipanaskan lagi oleh beberapa pembahas dari negeri-negeri.
Perwakilan Pahang, Asrizal Tahir memberi "amaran tegas" kepada wakil rakyat muda Pakatan yang dipilih dalam pilihanraya lalu tetapi gagal menunjukkan prestasi seperti diharapkan.
"Sekiranya mereka gagal (menunjukkan prestasi), ayuh bangun tolak," katanya, dengan sokongan hampir 600 perwakilan.
Bercakap kepada media selepas itu, Asrizal berkata, wakil rakyat muda termasuk di Pulau Pinang “jarang menjenguk kawasan kecuali pada hari minggu untuk menghadiri kenduri”.
Katanya, penyokong akar umbi PKR memandang serius kelemahan prestasi wakil-wakil rakyat itu.
"Bukan perlu buat kerja. Turun tunjuk muka sahaja," katanya.
Sementara pembahas Selangor, Mazli Saring meminta kerajaan negeri-negeri Pakatan mengkaji semula pemberian kontrak yang terlepas ke tangan syarikat-syarikat milik pemimpin BN.
Menjelaskan lanjut kepada media selepas ucapannya itu, beliau mendakwa pemberian projek-projek pihak berkuasa tempatan (PBT) terlepas ke tangan parti lawan kerana ahli-ahli majlis gagal berfungsi.
Beliau juga tidak berpuas hati dengan keanggotaan ahli AMK dalam majlis-majlis PBT di negeri itu. Katanya, daripada 200 ahli majlis, hanya tujuh orang dipegang oleh AMK.
Perwakilan Sarawak mengkritik AMK nasional yang didakwanya memandang sepi angkatan muda di negeri itu yang memerlukan bantuan daripada pelbagai aspek, termasuk kewangan.
Pembahas dari Johor, Zabidie Abas mengkritik sikap pimimpinan PKR di peringkat bahagian yang didakwanya "tidak seragam dan tidak bersungguh".
Pejabat-pejabat parti di peringkat negeri juga tidak berfungsi dan "sekadar letak papan tanda", tambahnya.
Sementara itu, dua usul dibentangkan dalam kongres pergerakan itu diterima tanpa dibahaskan selepas sokongan penuh para perwakilan.
Azmizam Zaman Huri membentangkan usul mengenalkan gaji minimum di peringkat kakitangan kerajaan Selangor.
Dasar itu, katanya, sebahagian manifesto PKR dan harus dimulakan di negeri itu kerana ia diterajui menteri besar PKR, Tan Sri Abdul Khalid Ibrahim.
Katanya, daripada lebih 16,000 kakitangan kerajaan negeri, 81 peratus atau kira-kira 13,000 orang berpendapatan bawah RM1,500 sebulan atau bawah paras kemiskinan.
"Kalau hendak sumbang beras, masukkan juga kakitangan kerajaan," katanya sinis.
Wakil rakyat Seri Setia, Nik Nazmi Nik Ahmad yang membentangkan usul pendidikan
membuat tiga tuntutan terhadap kerajaan:
• Menggesa kerajaan mengembalikan pembelajaran Sains dan Matematik dalam bahasa Melayu.
• Menghapuskan Akta Universiti dan Kolej Universiti (AUKU).
• Mengembalikan kembali sistem biasiswa bagi menggantikan pinjaman Perbadanan Tabung Pendidikan Tinggi Nasional (PTPTN). Bagi pelajar yang tidak layak mendapat biasiswa, mereka boleh mendapatkan skim pinjaman tanpa faedah.
Shamsul Iskandar ketika menggulung perbahasan di hujung kongres hari ini berkata AMK memberikan perhatian penuh kepada teguran-teguran yang disampaikan para perwakilan.
Kongres berakhir hampir jam 8 malam dengan dihadiri kira-kira 50 penyokong sahaja yang masih setia menunggu hingga ke saat-saat akhir.

Lawat Banduan Dan Tahanan Sempena Hari Raya Haji Bermula 8 Dis
Kaum keluarga banduan dan tahanan boleh melawat mereka sempena Hari Raya Haji bermula 8 Dis ini.
Menurut kenyataan Jabatan Penjara hari ini, tahanan Akta Keselamatan Dalam Negeri (ISA) di Tempat Tahanan Perlindungan Kamunting, Taiping boleh dilawati pada hari raya pertama iaitu hari Isnin (8 Dis) manakala institusi penjara lain termasuk Pusat Pemulihan Akhlak dan Sekolah Henry Gurney hanya dibuka untuk dilawati pada 9 dan 10 Dis iaitu pada hari Selasa dan Rabu.
Keutamaan diberi kepada keluarga penghuni beragama Islam, kata kenyataan itu. Waktu melawat adalah mulai pukul 8.15 pagi hingga 4.15 petang.
Pelawat diminta membawa kad lawatan dan kad pengenalan serta tidak digalak membawa makanan dan minuman untuk penghuni atau memberi wang tunai kepada mereka.

Al-Fatihah: Timbalan Menteri Pelajaran meninggal dunia
Timbalan Menteri Pelajaran Datuk Razali Ismail meninggal dunia secara mengejut di Institut Aminuddin Baki, Genting Highlands dekat sini kira-kira 6.30 petang tadi.
Perkara itu disahkan oleh Ketua Pengarah Pelajaran Datuk Alimuddin Mohd Dom ketika dihubungi Bernama, hari ini.
Difahamkan Razali, 59, yang juga anggota Parlimen Kuala Terengganu rebah ketika bermain badminton di institut itu.
Alimuddin berkata, jenazah Allahyarham akan dibawa ke Hospital Bentong, Pahang.
Razali meninggalkan seorang isteri Datin Nooraini Lob Yusoff dan lima anak.
Sementara itu, seorang kakitangan institut itu berkata ketika kejadian, Razali sedang bermain badminton di situ untuk beriadah dengan beberapa kakitangan institut berkenaan.
"Dia tidak ada acara spesifik di situ tetapi dia datang untuk berekreasi," katanya. Menteri Pelajaran Datuk Seri Hishammuddin Tun Hussein ketika dihubungi pula berkata kematian Razali merupakan satu kehilangan besar kepada kementeriannya.
"Terlalu sedih...Ia satu kehilangan besar," katanya menerusi khidmat pesanan ringkas (SMS). Hishammuddin berkata beliau sedang menguruskan jenazah Allahyarham di tempat kejadian.

PKR Youth want bigger role in government
PKR Youth chief Shamsul Iskandar Akin set the tone for the wing's national annual congress today by demanding the Pakatan Rakyat-controlled state governments provide more opportunities to its members.
In his first policy address after officially taking over the PKR Youth leadership, Shamsul said the movement's activists have been denied the chance to take part in the governments' administration.
"PKR Youth wants party members, including from the youth wing, to be given fair opportunity and not brushed aside. Decide objectively. If they are qualified give them opportunities. Train them if necessary," said Shamsul to loud applause from about 600 delegates. "We must not be fooled by BN members and leaders who switch their allegiance to continue grabbing all the opportunities, without accepting our values," stressed Shamsul.
At a press conference later, Shamsul denied that he was hinting that priority should be given to party members when awarding government contracts.
"I said opportunity in the widest sense of the word, not just business opportunity. Opportunity in government machinery and education institutions. But what's wrong with business opportunity if it is beneficial to the people?" said Shamsul.
He said that his request was also not an admission of the PR governments' failure in bringing about change but a reminder to speed up the proces
"We feel that changes have been slow and we want it faster. So we need people who understand our values and our struggle, so this victory can be translated into action," said Shamsul.
PR-controlled governments have been extra cautious in awarding government contracts to avoid accusations of continuing with the BN style of governance.
About three months after the general election, an officer at the Selangor Menteri Besar office was even forced to resign for allegedly abusing his position in awarding government contracts.

Rude, crude and obnoxious - the BN brand MP
He is untouchable. He can use swear words with impunity. He can spray sexist comments in the chamber and use sexual innuendo when he sees fit.
Judging by proceedings in Parliament since the March 8 general election, Datuk Tajudin Rahman, the Barisan Nasional MP for Pasir Salak can pretty much do as he pleases.
He is also living proof that some of the lessons of Election 2008 are being ignored and tossed aside by elected representatives. A walking advertisement that, despite being decimated in five states and having its customary two-thirds majority in Parliament taken away, arrogance and pride still courses through the veins of ruling coalition members.
More troubling perhaps for the average Malaysian is that Tajudin Rahman’s boorish behaviour is a reflection of the reality here – that the winds of change ushered in by the events of March 8 have begun to wane and that Malaysia is settling down once again to a state where apathy and fatigue reign.
Where the public feigns outrage at excesses of politicians and the government, then do a collective shrug of their shoulders and put it down to the way of life here.
Politicians from both sides of the divide know the drill. And that is why the likes of Tajudin Rahman and before him, Datuk Badruddin Amiruddin, Bung Mokhtar Radin and Mohd Said Yusof have shamed the House with outrageous remarks with the conviction that they will be untouched by any sanction or rebuke.
Still, it appears that Tajudin is in a class of his own. In this same Parliament session, he has called his nemesis, the DAP MP for Ipoh Barat a “bloody bastard”, introducing colourful language which the House has not heard before.
Granted that M. Kulasegaran has the ability to get under anyone’s skin with his comments, but "bloody bastard" in Parliament?
Tajudin was asked to withdraw his comments and went on his merry way. Yesterday, he scored a hattrick. The skirmish happened when the House was debating a motion by DAP’s Teo Nie Ching to cut the Education Minister’s salary by RM10 for failing to meet his promises on vernacular schools.
Within minutes of the motion, a shouting match ensued between MPs from BN and Pakatan Rakyat.
During the uproar, Tajudin called Kulasegaran “keling’’. Several minutes later, he labelled PKR’s Azmin Ali as a “biol” (dumb).
Azmin said: "This is too much. If it is only once or twice it is forgiveable, but every time he opens his mouth, he has no respect for anyone."
After being directed by Deputy Speaker Ronald Kiandee, Tajudin reluctantly withdrew his remarks.
But he outdid himself later when he attempted to interject while Pas’ Mujahid Rawa was debating on Teo’s motion.
This was the exchange.
Tajudin: Oh, tak masuk lagi?
Kiandee: Dia tak bagi, Yang Berhormat. Tak bagi.
Tajudin: Dia tak masuk lagi? Dah lama tak masuk-masuk. Main tepi saja.
Mujahid: Yang Berhormat Pasir Salak sabarlah.
Tajudin: Bila nak keluar lagi air dia ?
DAP’s Fong Po Kuan evoked Parliament’s Standing Orders against Tajudin for using offensive remarks. In all likelihood, Tajudin will be given a rap on his knuckles by the Speaker. He may be asked to apologise, something he has done a number of times since Parliament was convened.
Will he face any action from Umno or BN leaders? Unlikely. The prevailing view among Umno politicians is that BN needs some “fighters’ in the chamber to keep the resurgent Opposition in check.
Will the BN Whip Datuk Seri Najib Razak haul Tajudin up and read him the riot act? Unlikely. His supporters argue that there is only one way to deal with the likes of Azmin, Kulasegaran and Datuk Seri Anwar Ibrahim and the loss of two-thirds majority. And that is not by yielding any ground or being cowed by the Opposition.
Will Prime Minister Datuk Seri Abdullah Badawi do anything? Unlikely. He is already in retirement mode and only has time for several pieces of reforms which he has to push through before March 2009.
So looks like we will be stuck with the untouchable Tajudin Rahman and his antics for some time.

More troubling perhaps for the average Malaysian is that Tajudin Rahman’s boorish behaviour is a reflection of the reality here – that the winds of change ushered in by the events of March 8 have begun to wane and that Malaysia is settling down once again to a state where apathy and fatigue reign.
Where the public feigns outrage at excesses of politicians and the government, then do a collective shrug of their shoulders and put it down to the way of life here.
Politicians from both sides of the divide know the drill. And that is why the likes of Tajudin Rahman and before him, Datuk Badruddin Amiruddin, Bung Mokhtar Radin and Mohd Said Yusof have shamed the House with outrageous remarks with the conviction that they will be untouched by any sanction or rebuke.
Still, it appears that Tajudin is in a class of his own. In this same Parliament session, he has called his nemesis, the DAP MP for Ipoh Barat a “bloody bastard”, introducing colourful language which the House has not heard before.
Granted that M. Kulasegaran has the ability to get under anyone’s skin with his comments, but "bloody bastard" in Parliament?
Tajudin was asked to withdraw his comments and went on his merry way. Yesterday, he scored a hattrick. The skirmish happened when the House was debating a motion by DAP’s Teo Nie Ching to cut the Education Minister’s salary by RM10 for failing to meet his promises on vernacular schools.
Within minutes of the motion, a shouting match ensued between MPs from BN and Pakatan Rakyat.
During the uproar, Tajudin called Kulasegaran “keling’’. Several minutes later, he labelled PKR’s Azmin Ali as a “biol” (dumb).
Azmin said: "This is too much. If it is only once or twice it is forgiveable, but every time he opens his mouth, he has no respect for anyone."
After being directed by Deputy Speaker Ronald Kiandee, Tajudin reluctantly withdrew his remarks.
But he outdid himself later when he attempted to interject while Pas’ Mujahid Rawa was debating on Teo’s motion.
This was the exchange.
Tajudin: Oh, tak masuk lagi?
Kiandee: Dia tak bagi, Yang Berhormat. Tak bagi.
Tajudin: Dia tak masuk lagi? Dah lama tak masuk-masuk. Main tepi saja.
Mujahid: Yang Berhormat Pasir Salak sabarlah.
Tajudin: Bila nak keluar lagi air dia ?
DAP’s Fong Po Kuan evoked Parliament’s Standing Orders against Tajudin for using offensive remarks. In all likelihood, Tajudin will be given a rap on his knuckles by the Speaker. He may be asked to apologise, something he has done a number of times since Parliament was convened.
Will he face any action from Umno or BN leaders? Unlikely. The prevailing view among Umno politicians is that BN needs some “fighters’ in the chamber to keep the resurgent Opposition in check.
Will the BN Whip Datuk Seri Najib Razak haul Tajudin up and read him the riot act? Unlikely. His supporters argue that there is only one way to deal with the likes of Azmin, Kulasegaran and Datuk Seri Anwar Ibrahim and the loss of two-thirds majority. And that is not by yielding any ground or being cowed by the Opposition.
Will Prime Minister Datuk Seri Abdullah Badawi do anything? Unlikely. He is already in retirement mode and only has time for several pieces of reforms which he has to push through before March 2009.
So looks like we will be stuck with the untouchable Tajudin Rahman and his antics for some time.

Reformis Nak Bogel Jugak..! - malaysiakini
Gerakan Reformasi Rakyat Malaysia (Reformis) akan memohon permit untuk mengadakan demonstrasi bogel yang bakal diadakan pada 12 Disember 2008 ini di hadapan Bangunan Sultan Salahuddin Abdul Aziz Shah (SSAAS). Presiden Reformis, Ramlan Abu Bakar berkata, permit berkenaan dimohon daripada Ibu pejabat Polis Kontinjen (IPK) Selangor awal Disember ini. "Permit itu akan kami pohon daripada IPK Selangor 1 Disember 2008 ini dan pada hari itu juga Reformis akan lakukan satu kejutan yang kami tidak akan dedahkan buat masa ini," katanya kepada pemberita pada sidang media yang diadakan di sini, semalam. Katanya, Reformis merasakan mereka perlu mendesak Menteri Besar, Tan Sri Abdul Khalid Ibrahim yang didakwanya zalim dan menindas rakyat miskin dengan menaikkan kadar sewa rumah Projek Perumahan Rakyat Termiskin (PPRT) sebanyak 100 peratus. Ramlan berkata, Abdul Khalid tidak mengetahui cara terbaik menyelesaikan masalah kesusahan rakyat dan Reformis tidak berniat untuk menimbulkan masalah atau menjatuhkan Pakatan Rakyat (PR) tetapi hanya ingin menegur pemerintahan Abdul Khalid. "Jika beliau gagal menurunkan kadar sewa rumah PPRT dalam masa terdekat, kami akan mengisytiharkan 'perang' dengan beliau dan kami teguh dengan perjuangan kami walaupun ditangkap, dipukul, dizalimi dan sebagainya. "Kami juga telah mengadakan pertemuan dan menjalinkan kerjasama dengan badan bukan kerajaan (NGO) yang terbabit di Selangor berhubung isu ini. Dengan tindakan drastik kami nanti apabila perang telah diisytiharkan, kerajaan negeri mungkin akan kehilangan hasil sebanyak puluhan juta atau ratusan juta. Ini amaran Reformis," katanya. Beliau berkata, sekiranya permit tidak dikeluarkan, mereka masih mempunyai perancangan lain dan mungkin akan menggunakan khidmat guaman untuk menyelesaikan isu kadar sewa rumah PPRT itu. Bagaimanapun katanya, mereka sudah mempunyai sekumpulan ahli Reformis yang telah menyatakan kesanggupan berbogel semasa demonstrasi bakal diadakan di hadapan SSAAS 12 Disember ini. Katanya, Abdul Khalid jangan hanya menyalahkan pemerintahan Kerajaan Selangor yang terdahulu sebaliknya perlu mewujudkan pembaharuan dalam pentadbiran di Selangor. |
Bersihkan anasir BN dari negeri Pakatan
Angkatan Muda Keadilan (AMK) menggesa kerajaan Pakatan Rakyat di lima negeri dengan tanpa banyak alasan segera "membersihkan kerajaan negeri daripada anasir BN".
"AMK dengan ini memberikan peringatan kepada kerajaan-kerajaan negeri Pakatan Rakyat. Jangan berdolak-dalik dengan seribu satu alasan. Pembersihan kerajaan daripada anasir BN mesti dilaksanakan tanpa bertangguh," kata ketuanya Shamsul Iskandar Md Akin.
"Kita tidak boleh terpukau dan terpedaya dengan pemimpin dan ahli BN yang bertukar kulit hanya semata-mata untuk terus membolot peluang, tanpa menghayati falsafah perjuangan kita, tanpa menunjukkan komitmen untuk menghayati prinsip-prinsip perjuangan yang kita dukung."
Shamsul Iskandar mengkritik kerajaan gabungan PKR, DAP dan PAS yang didakwanya "cuai melaksanakan janji" untuk membuat pembersihan dalam pentadbiran "sehingga ke akar".
"Sekarang rakyat telah memilih kita. Rakyat mahu kita melakukan perubahan. Salah satu perubahan yang telah kita janjikan ialah untuk membersihkan kerajaan daripada kebobrokan Umno-BN.
"Kenapa setelah rakyat memberikan kita amanah, kita cuai untuk melaksanakan janji ini?" katanya ketika menyampaikan ucapan dasar ketua angkatan muda PKR dalam kongres tahun pergerakan itu di Stadium Malawati, Shah Alam hari ini.
Berhubung perkara itu, beliau menambah, kebergantungan kerajaan Pakatan terhadap birokrasi kerajaan dan jentera BN hari ini "menjadi lelucon dan sesuatu yang malang".
"Pergantungan kepada birokrasi semata-mata, atau lebih malang kepada aparat-aparat BN, sudah tentu tidak memadai. Sudah barang tentu menjadi lelucon untuk kita terus membiarkan anasir-anasir BN berleluasa dan mengakar di dalam kerajaan-kerajaan negeri yang dipimpin Pakatan.
"Selama ini kita mengkritik mereka sebagai (pengamal) rasuah, khianat kepada amanah rakyat dan sebagainya.
"Kita mengambil risiko, bermati-matian menentang mereka di dalam pilihanraya kerana kita mahu menggantikan mereka dengan pemimpin yang berintegriti di semua peringkat," kata Shamsul Iskandar di depan hampir 600 perwakilan AMK.
Beliau turut mempersoalkan ahli-ahli parti itu yang diketepikan dalam jentera kerajaan negeri Pakatan dengan "alasan bukan-bukan", termasuk tiada pengalaman.
"Pemimpin-pemimpin utama PKR terdiri daripada mereka yang mempunyai kelayakan yang sangat cemerlang. Profesor dan pakar di dalam pelbagai bidang.
"Kenapa sehingga ke hari ini mereka masih tidak diangkat memainkan peranan utama memberi sumbangan dalam perencanaan dan operasi kerajaan-kerajaan negeri?" katanya.
Dengan nada amaran, Shamsul Iskandar berkata, sekiranya terdapat pemimpin kerajaan Pakatan yang teragak-agak, takut kepada risiko dan perubahan, pergerakan itu tiada pilihan selain menggantikan pemimpin itu.
"Sekiranya ada pemimpin-pemimpin kerajaan negeri Pakatan teragak-agak, gentar untuk membuat perubahan, takut kepada risiko; kita tidak ada pilihan selain menuntut perubahan dalaman untuk menggantikan mereka dengan pemimpin yang benar-benar mampu memimpin dan membuat keputusan.
"Kerajaan mesti dipimpin, bukan semata-mata diurus," katanya.
Beliau dalam ucapannya itu bagaimanapun tidak menamakan dengan jelas pemimpin yang dimaksudkannya itu.

Al-Fatihah: Raja Perempuan Besar Perlis Mangkat - malaysiakini
Raja Perempuan Besar Perlis, Tengku Budriah Tengku Ismail, 84, mangkat di Hospital Kuala Lumpur pada 3.47 pagi tadi.
Menteri Besar Perlis Datuk Seri Dr Md Isa Sabu mengumumkan kemangkatan bonda Raja Perlis Tuanku Syed Sirajuddin Putra Jamalullail itu melalui stesen Radio Malaysia Perlis sebentar tadi.
Almarhum adalah Raja Permaisuri Agong yang ketiga antara 1960 dan 1965 dan menjadi Raja Perempuan Perlis bermula 1945 sehingga kemangkatan almarhum Tuanku Syed Putra Jamalullail pada 2001.
Jenazah almarhum diterbangkan dari lapangan terbang Subang ke Alor Star dan dibawa ke Istana Arau untuk membolehkan rakyat memberi penghormatan terakhir bermula tengah hari ini sebelum disemadikan di Makam Diraja Arau selepas solat Asar.
Md Isa berkata, bagi menghormati kemangkatan itu, bendera dikibarkan separuh tiang selama tiga hari bermula hari ini dan semua acara keramaian dan berbentuk hiburan ditangguhkan.
Tengku Budriah Kerabat Yang Amat Disenangi
Raja Perempuan Besar Perlis Tengku Budriah Tengku Ismail, 84, yang mangkat di Hospital Kuala Lumpur hari ini, merupakan seorang kerabat yang amat disenangi rakyat.
Baginda adalah cucu kepada Raja Pattani (Thailand) yang terakhir dan menjadi Raja Perempuan Perlis bermula 1949 serta Raja Permaisuri Agong ketiga bermula 1960.
Almarhum Tengku Budriah dilahirkan pada 28 Mac 1924 di Kuala Krai, Kelantan, dan mendapat pendidikan awal di sekolah Melayu dan Inggeris di Kuala Krai sebelum melanjutkan pelajaran di Anglo-Chinese Girls' School di Ipoh, Perak.
Semasa di alam persekolahan baginda gemar bermain badminton dan hoki dan mencebur diri dalam kegiatan Pandu Putri selain berminat dalam kegiatan menjahit, memasak dan gubahan bunga. Di masa lapang, baginda turut menunggang kuda.
Ketika berusia 17 tahun, Tengku Budriah bertemu jodoh dengan Tuanku Syed Putra Jamalullail yang ketika itu bergelar Bakal Raja Perlis dan hasil perkongsian hidup mereka, pasangan diraja itu dikurniakan lima orang putera dan lima puteri.
Seorang daripada puteranya ialah Tuanku Syed Sirajuddin Putra Jamalullail yang kini Raja Perlis dan menjadi Yang di-Pertuan Agong ke-12 dari 2001 hingga 2006.
Seorang lagi puteranya, Datuk Seri Syed Razlan Putra Jamalullail, pula terlibat dalam politik dan kini menjadi Anggota Dewan Undangan Negeri kawasan Pauh dan dilantik seorang anggota exco kerajaan Perlis.
Semasa hayat baginda, Tengku Budriah amat mengambil berat kegiatan sukarela, dan pada 1950, baginda menyertai pasukan Pandu Puteri Tanah Melayu ke Jambori Pandu Putri di Australia.
Semasa menjadi Raja Permaisuri Agong, Tengku Budriah menjadi Yang Dipertua Persatuan Kebangsaan Perkumpulan Perempuan Tanah Melayu dan kemudian menjadi penaungnya.
Sebagai wanita yang prihatin terhadap bidang pendidikan, nama baginda diabadikan di beberapa institusi ilmu dan kebajikan termasuk Sekolah Kanak-kanak Cacat Tengku Budriah dan Taman Didikan Kanak-kanak Tengku Budriah yang kedua-duanya terletak di Kuala Lumpur selain pada Sekolah Rendah Kebangsaan Tengku Budriah di Arau dan Taman Asuhan Darulfarah Tengku Hajah Budriah di Kangar.
Almarhum sentiasa merendah diri malah ketika kunjungan wartawan Bernama ke Istana Kenangan Indah untuk satu wawancara pada 2001, baginda begitu mesra dan banyak bercerita tentang pengalaman hidupnya.
Kisah di zaman pendudukan Jepun sentiasa segar dalam ingatan baginda kerana zaman itu menyebabkan baginda sekeluarga diketepikan sehingga terpaksa kembali ke Kelantan.
Bagaimanapun setelah Jepun menyerah kalah pada 1945, baginda sekeluarga pulang semula ke Perlis dengan menaiki kereta api hingga ke Padang Besar.
Dari Padang Besar, baginda sekeluarga menaiki kereta api troli yang ketika itu lebih dikenali sebagai "gek-gek" yang ditolak dengan tenaga manusia sehingga ke stesen Bukit Keteri kerana ketika itu tiada perkhidmatan kereta api antara Padang Besar dan Arau.
Dari stesen Bukit Keteri, baginda dan keluarga dibawa ke Istana Arau untuk proses pelantikan Tuanku Syed Putra Jamalullail sebagai Raja Perlis.
Ketika bergelar Raja Perempuan Besar Perlis berikutan kemangkatan almarhum Tuanku Syed Putra Jamalullail pada 16 April 2000, Tengku Budriah lebih gemar memenuhi ruang waktunya dengan menziarahi rakan-rakannya yang sakit atau berkunjung ke dusun durian baginda.
Almarhum juga menerima banyak menghadiri majlis rasmi tertentu semata-mata ingin bertemu rakyat dan rakan-rakan.

Semasa di alam persekolahan baginda gemar bermain badminton dan hoki dan mencebur diri dalam kegiatan Pandu Putri selain berminat dalam kegiatan menjahit, memasak dan gubahan bunga. Di masa lapang, baginda turut menunggang kuda.
Ketika berusia 17 tahun, Tengku Budriah bertemu jodoh dengan Tuanku Syed Putra Jamalullail yang ketika itu bergelar Bakal Raja Perlis dan hasil perkongsian hidup mereka, pasangan diraja itu dikurniakan lima orang putera dan lima puteri.
Seorang daripada puteranya ialah Tuanku Syed Sirajuddin Putra Jamalullail yang kini Raja Perlis dan menjadi Yang di-Pertuan Agong ke-12 dari 2001 hingga 2006.
Seorang lagi puteranya, Datuk Seri Syed Razlan Putra Jamalullail, pula terlibat dalam politik dan kini menjadi Anggota Dewan Undangan Negeri kawasan Pauh dan dilantik seorang anggota exco kerajaan Perlis.
Semasa hayat baginda, Tengku Budriah amat mengambil berat kegiatan sukarela, dan pada 1950, baginda menyertai pasukan Pandu Puteri Tanah Melayu ke Jambori Pandu Putri di Australia.
Semasa menjadi Raja Permaisuri Agong, Tengku Budriah menjadi Yang Dipertua Persatuan Kebangsaan Perkumpulan Perempuan Tanah Melayu dan kemudian menjadi penaungnya.
Sebagai wanita yang prihatin terhadap bidang pendidikan, nama baginda diabadikan di beberapa institusi ilmu dan kebajikan termasuk Sekolah Kanak-kanak Cacat Tengku Budriah dan Taman Didikan Kanak-kanak Tengku Budriah yang kedua-duanya terletak di Kuala Lumpur selain pada Sekolah Rendah Kebangsaan Tengku Budriah di Arau dan Taman Asuhan Darulfarah Tengku Hajah Budriah di Kangar.
Almarhum sentiasa merendah diri malah ketika kunjungan wartawan Bernama ke Istana Kenangan Indah untuk satu wawancara pada 2001, baginda begitu mesra dan banyak bercerita tentang pengalaman hidupnya.
Kisah di zaman pendudukan Jepun sentiasa segar dalam ingatan baginda kerana zaman itu menyebabkan baginda sekeluarga diketepikan sehingga terpaksa kembali ke Kelantan.
Bagaimanapun setelah Jepun menyerah kalah pada 1945, baginda sekeluarga pulang semula ke Perlis dengan menaiki kereta api hingga ke Padang Besar.
Dari Padang Besar, baginda sekeluarga menaiki kereta api troli yang ketika itu lebih dikenali sebagai "gek-gek" yang ditolak dengan tenaga manusia sehingga ke stesen Bukit Keteri kerana ketika itu tiada perkhidmatan kereta api antara Padang Besar dan Arau.
Dari stesen Bukit Keteri, baginda dan keluarga dibawa ke Istana Arau untuk proses pelantikan Tuanku Syed Putra Jamalullail sebagai Raja Perlis.
Ketika bergelar Raja Perempuan Besar Perlis berikutan kemangkatan almarhum Tuanku Syed Putra Jamalullail pada 16 April 2000, Tengku Budriah lebih gemar memenuhi ruang waktunya dengan menziarahi rakan-rakannya yang sakit atau berkunjung ke dusun durian baginda.
Almarhum juga menerima banyak menghadiri majlis rasmi tertentu semata-mata ingin bertemu rakyat dan rakan-rakan.
Mangsa Banjir Di Pahang Kini 91 Orang
Bilangan mangsa banjir di empat daerah yang terlibat di Pahang mencecah 91 orang pagi ini.

The Question Lies With PAS, Not The Ban On Alcohol - malaysiakini
The banning of alcohol is actually a problem of PAS. And the problem of PAS lies with the conflicts between the conservatives and reformists within the party.
And the heart of the conflict lies with one person, the Selangor PAS chairman Hassan Ali.
Hassan Ali belongs to the conservative camp of PAS, who has over the years strongly advocated theocracy as well as Malay rights.
Such a discourse is vastly different from PAS' effort to try to shed its racist image. It therefore doesn't come as a surprise that some in the party have suggested that he should join UMNO.
As a matter of fact, Hassan Ali has been a key figure pushing for enhanced cooperation between PAS and UMNO after the March general elections.
If he had succeeded, the Pakatan Rakyat state government would no longer exist in Selangor, and the menteri besar would not have been PKR's Khalid Ibrahim, but Hassan Ali.
Last month, when PKNS appointed Low Siew Moi as its interim GM, Hassan Ali was on UMNO's side protesting the appointment of a non-Malay as PKNS' acting GM.
It is therefore not surprising that Selangor PAS is now pushing for the banning of alcohol in the state.
Merely a few days ago, Hassan Ali lashed out on the reformists within the state, stripping the party posts of Shah Alam MP Hj Khalid Abdul Samad (state vice chairman) and Ulu Kelang state assemblyman Saari Sungip.
Such explosive actions from Hassan Ali protrude more than just his own disposition, but the struggle between the opposing factions as well as the conflicts between the two major schools of thoughts within the party.
Behind Hassan Ali is national deputy president Nasharudin Mat Isa and Terengganu state liaison committee chairman Mustapha Ali, while party president Hadi Awang has been deeply influenced by them.
Based in Terengganu, this faction has been tilting towards religious conservatism while not being able to emancipate itself from the Malay chauvinism. They are more inclined to reject any open policies of the party, and have attempted to distance themselves from PKR and DAP, even resisting any further cooperation with these two parties.
Their opponents are the party's reformists under Nik Aziz. Based in Kelantan, among the key figures in this camp are vice president Husam Musa, secretary-general Kamaruddin Jaafar, chief treasurer Mohd Hatta Ramli, and Khalid Abdul Samad from Selangor.
The reformists are staunchly against any form of cooperation with UMNO, advocating instead more openness and enhanced cooperation with PKR and DAP. They also accept Anwar Ibrahim as the Pakatan Rakyat leader.
The conservatives are currently in the upper hands, thanks to the support of ulamas within the party. A series of Islamisation policies introduced by them have also pleased the party's fundamentalists.
While party president Hadi Awang appears neutral, he has shown an inclination towards this faction. And Mustapha Ali has even become Hadi Awang's right-hand man, dominating in a number of major party policies.
The reformists, meanwhile, have garnered the support of the grassroots, besides leaders from Kelantan and Nik Aziz, and the stalemate in PAS-UMNO negotiations has been blamed largely on the powerful objections from the grassroots.
Nik Aziz's many notions, including the attire for women, have invited widespread controversies. Having said that, he has remained relatively open in making his decisions, including his rejection of racism, support for equality and righteousness as well as acceptance of non-Muslims as party members.
And this has also been the predisposing factor that has led to the support of many non-Muslims for PAS during the March general elections.
Conflicts between the two major opposing camps have blurred the distinct direction of PAS, resulting in swayed policies, indecision and diminished influences, while entrenching the suspicion of non-Muslim communities and internal rift within Pakatan Rakyat.
In the future, the triumph of any faction is poised to dictate the direction of the party. Perhaps, we can get the answer by the time the party holds its elections next year.

'Anak saya disabotaj': Dakwa bapa Sheikh Muszaphar -malaysiakini
Bapa angkasawan pertama negara, Datuk Sheikh Mustapha Sheikh Shukor mendakwa anaknya disabotaj sehingga timbul kontroversi kononnya menerima pendapatan mencecah RM1.2 juta.
Sheikh Mustapha turut mengakui, sememangnya wujud banyak usaha pihak-pihak tertentu yang ingin mencalarkan imej baik anaknya, Sheikh Muszaphar dan tohmahan mengatakan angkasawan itu mengenakan bayaran RM8,000 untuk satu jam berceramah.
"Ya, mungkin Mus (panggilan mesra Dr. Sheikh Muszaphar) timbul sabotaj... saya tahu siapa orangnya, tapi saya tak nak cakap kerana saya tak mahu ada yang tersinggung.
"Saya sedih dengan apa yang berlaku tapi kami mengambil sikap tak mahu melenting kerana kami berserah pada Allah dalam hal ini," katanya.
Beliau berkata demikian semasa ditemui bersama lima ahli keluarganya yang lain sebelum berlepas dari Lapangan Terbang Antarabangsa Kuala Lumpur (KLIA) ke Jeddah untuk menunaikan haji selama 18 hari yang ditaja oleh kerajaan Arab Saudi semalam.
Mengulas lanjut mengenai isu sabotaj itu, Sheikh Muszaphar berkata, beliau tidak mahu memikirkan mengenai perkara itu dan menyifatkannya sesuatu yang remeh.
"Itu di luar bidang kuasa saya, saya sentiasa berfikir secara positif, ini dugaan daripada Allah dan ia juga adalah satu cara untuk saya kuatkan azam supaya bekerja dengan lebih bersungguh," ujarnya.
Sementara itu, berhubung siasatan yang bakal dijalankan oleh Kementerian Sains, Teknologi dan Inovasi (MOSTI), Sheikh Muszaphar pula berkata, beliau bersedia menerima sebarang kemungkinan walaupun keputusan itu nanti mungkin tidak menyebelahinya.

Govt wants to name and shame errant officers, staff
The government proposes to publish in local newspapers, the names of government officers and staff against whom disciplinary action was taken for misuse of power and other offences, the Dewan Rakyat was told on Thursday.
Deputy Minister in the Prime Minister's Department Datuk Mohd Johari Baharum said at the moment, the government only published statistics on the number of officers against whom action was taken, besides the forms of punishment meted out.
He was answering a question from Dr Mohd Puad Zarkashi (BNBatu Pahat). Johari said that since 2006, there was a decrease in the number of government officers involved in disciplinary cases.
"Disciplinary cases in the Public Services Department decreased from 714 to 590 cases, local authorities (from 271 to 209 cases) while the Malaysian Armed Forces saw a decrease from 523 to 300 cases.
"However, cases involving the Royal Malaysian Police and Federal Statutory Bodies increased from 340 to 450 cases and 353 to 467 cases, respectively," he said.
Answering a question from Datuk Bung Moktar Radin (BNKinabatangan) on whether the misuse of power and corruption among public sector employees were due to poor welfare, Johari said it was caused by the employees' own attitude.
"If we look at the 979 cases of employees not turning up for work...this is related to their attitude, as well as 938 behavioural offences, 137 drug cases and 85 court cases.
"There is a variety of cases reported and we cannot say that it is related to allowances or additional salaries received by the employees," he said.

Anwar needs to restore faith in party
The Parti Keadilan Rakyat (PKR) will have to address public disillusionment when it meets for a party congress today, after opposition leader Datuk Seri Anwar Ibrahim failed to topple the government as he had boldly predicted.
The three-day congress comes as Anwar's Pakatan Rakyat (PR) coalition - comprising the PKR, the Islamist Parti Islam SeMalaysia (Pas), and secular Democratic Action Party (DAP) - experienced a series of missteps.
One of the latest is the attempt by Pas to ban the sale of alcohol in Selangor state, a move that raised the ire of DAP leaders. Earlier, the appointment of a Chinese to head the Selangor Development Corporation also came under fire from some quarters within the opposition coalition.
Observers feel that Anwar would do well to use the congress as a platform to restore the faith of his supporters. About 2,000 delegates from 160 divisions are expected to attend.
While Anwar may try to put Sept 16 - the deadline he set for taking over the government - behind him, it seems inevitable that delegates will raise this issue
"There is a lot of disappointment that the Sept 16 takeover never happened," a PKR member said.
"We expect questions from members on crossovers and Sept 16," PKR lawmaker Yusmadi Yusoff said.
An issue that may be raised at the conference is the problem of finalising the coalition's official charter despite more than eight months of discussion. The stalemate could be seen as a sign that the ideologically diverse coalition is facing serious problems.
PR secretariat member Dr Dzulkefly Ahmad said there were some sticking points within the charter that the partners could not agree on. He did not reveal what these were.
The Straits Times did learn that DAP had approved a draft version of the proposed charter. Dr Dzulkefly, who is the research head for PAS, said the charter should be finalised by January.
"We are very sure of our differences and we will not be compromising on those. But those ideological differences will not get in the way of our coalition. If that were the case, then Pakatan would have broken up early on."
Other topics likely to be raised include strategies to move the party forward, and ways to sustain the support of younger members, who comprise about 70 per cent of its numbers.
As for Anwar's chance of becoming premier, observers say he will likely wait until the next elections due in 2013 for a shot at toppling the government.
Critics say the window of opportunity for him appears to be shrinking, especially after unpopular Prime Minister Datuk Seri Abdullah Badawi confirmed he would hand over power to his deputy, Datuk Seri Najib Razak, sooner than planned.
Some said the early handover has removed all sense of instability within the ruling Barisan Nasional, but opposition lawmakers insist this is not true and that PR still has much public support.
They say Najib carries too much baggage, ranging from allegations of links to the high-profile murder of Mongolian woman Altantuya Shaariibuu, to claims of defence deal kickbacks.
Analysts said PR's popularity has not waned yet, and the party may be able to salvage public sentiment if it can manage the five opposition-held states well.
"Assurances of cooperation, systematic efficiency and commitment to carrying through issues should be made this weekend. Clear policy strategies on the economy would also help boost public confidence in the
ability of Pakatan to manage an upcoming crisis," political analyst Tricia Yeoh said.

While Anwar may try to put Sept 16 - the deadline he set for taking over the government - behind him, it seems inevitable that delegates will raise this issue
"There is a lot of disappointment that the Sept 16 takeover never happened," a PKR member said.
"We expect questions from members on crossovers and Sept 16," PKR lawmaker Yusmadi Yusoff said.
An issue that may be raised at the conference is the problem of finalising the coalition's official charter despite more than eight months of discussion. The stalemate could be seen as a sign that the ideologically diverse coalition is facing serious problems.
PR secretariat member Dr Dzulkefly Ahmad said there were some sticking points within the charter that the partners could not agree on. He did not reveal what these were.
The Straits Times did learn that DAP had approved a draft version of the proposed charter. Dr Dzulkefly, who is the research head for PAS, said the charter should be finalised by January.
"We are very sure of our differences and we will not be compromising on those. But those ideological differences will not get in the way of our coalition. If that were the case, then Pakatan would have broken up early on."
Other topics likely to be raised include strategies to move the party forward, and ways to sustain the support of younger members, who comprise about 70 per cent of its numbers.
As for Anwar's chance of becoming premier, observers say he will likely wait until the next elections due in 2013 for a shot at toppling the government.
Critics say the window of opportunity for him appears to be shrinking, especially after unpopular Prime Minister Datuk Seri Abdullah Badawi confirmed he would hand over power to his deputy, Datuk Seri Najib Razak, sooner than planned.
Some said the early handover has removed all sense of instability within the ruling Barisan Nasional, but opposition lawmakers insist this is not true and that PR still has much public support.
They say Najib carries too much baggage, ranging from allegations of links to the high-profile murder of Mongolian woman Altantuya Shaariibuu, to claims of defence deal kickbacks.
Analysts said PR's popularity has not waned yet, and the party may be able to salvage public sentiment if it can manage the five opposition-held states well.
"Assurances of cooperation, systematic efficiency and commitment to carrying through issues should be made this weekend. Clear policy strategies on the economy would also help boost public confidence in the
ability of Pakatan to manage an upcoming crisis," political analyst Tricia Yeoh said.

ASNB To Issue 1 Billion New ASM Units Next Week
KUALA LUMPUR, Nov 28 (Bernama) -- Amanah Saham Nasional Bhd (ASNB), a wholly-owned subsidiary of Permodalan Nasional Bhd (PNB), will launch one billion new units of Amanah Saham Malaysia (ASM) on Dec 1.
PNB president/chief executive, Tan Sri Hamad Kama Piah Che Othman, said the new units would be opened for subscription at 8.00am simultaneously at all the ten ASNB's full operation offices and its 1,627 agents' branches nationwide.
"With these additional units, the fund size of ASM will increase to 7.2 billion units compared with 6.2 billion units currently," he said when announcing the distribution of seven sen per unit income distribution for ASN3 here recently.
To enable more people to invest, Hamad Kama Piah said a subscription limit of 10,000 units for each account would be imposed from Dec 1-7 and no limit would be imposed after that period.
"The most recent offer of ASM's additional units was in July 2007 which saw all the 500 million units, capped at 50,000 units per investor, fully taken up in 30 minutes," he said.
Since its launch, the average income distribution for the ASM funds was 7.12 sen per unit.
In a statement, PNB said the units would provide good investment opportunity for investors despite the volatility of the stock market in recent times.
Hwang DBS Securities fund manager, Teoh Han Chong, said he was comfortable with investments in PNB as the unit trust agency has been conservative, prudent and able to consistently provide good returns to unitholders.
"The returns have been good at about eight percent per annum, but I will be more satisfied if it can be maintained at about five percent to six percent," he said.
He said the returns of five percent to six percent were "still good" compared to the current fixed deposit rate of about 3.5 percent.
