Hangpa Tak Paham Ka?

Tengku Razaleigh Hamzah yang menawarkan diri bertanding jawatan presiden, mengalu-ngalukan cadangan agar bahagian mencalonkan calon yang belum lagi menerima cukup kuota pencalonan untuk bertanding pada pemilihan parti Mac tahun depan.

"Bagaimanapun terpulanglah kepada bahagian untuk memutuskan jika mahu berbuat demikian.

Tidak ada peraturan dalam perlembagaan parti untuk membenarkan bahagian-bahagian membuat pencalonan bagi calon yang belum mencapai kuota mereka," kata beliau.

Tengku Razaleigh setakat ini belum lagi memperoleh sebarang pencaloan untuk jawatan presiden yang ditawar untuk ditandingi.

Bekas Menteri Kewangan itu berkata anggota Umno hendaklah memilih calon yang mempunyai trek rekod yang bersih dan tidak terbabit dengan skandal termasuk rasuah kerana parti memerlukan seorang pemimpin yang bebas daripada skandal serta tidak menyebabkan imej buruk kepada parti.

Dua Laporan BPR Dibuat Terhadap Setiausaha Politik MB Perak

IPOH, 16 Okt (Bernama) -- Dua laporan Badan Pencegah Rasuah (BPR) dibuat terhadap Setiausaha Politik Menteri Besar Perak, Misbahul Munir Masduki atas dakwaan salah guna kuasa.

Laporan pertama dibuat oleh Anggota Dewan Undangan Negeri (Adun) Sungai Manik Zainol Padzi Paharuddin di ibu pejabat BPR Perak di sini manakala laporan kedua dibuat oleh Pengerusi Lembaga Pengarah Pertubuhan Peladang Kawasan (PPK) Sungai Manik dan Labu Kubong, Suib Sulaiman di pejabat BPR di Teluk Intan.

Zainol Padzi yang juga Ketua Pemuda Umno Perak dalam laporannya mendakwa Misbahul Munir mengeluarkan surat arahan meminta Pengarah Jabatan Pengairan dan Saliran (JPS) menyerahkan kerja menyenggara sungai, parit dan tali air kepada Jawatankuasa Kemajuan dan Keselamatan Kampung (JKKK) secara runding terus.

Sebelum ini semua kerja berkenaan diserahkan kepada PPK yang kemudiannya membuka tawaran tender kepada kontraktor di kawasan masing-masing, katanya kepada pemberita selepas membuat laporan itu.

"Dengan arahan menyerahkan semua kerja-kerja ini terus kepada JKKK yang dilantik kerajaan negeri seolah-oleh menidakkan bidang tugasan dan keupayaan kontraktor di kawasan tersebut," katanya.

Zainol Padzi mendakwa surat arahan kepada Pengarah JPS itu bertarikh 16 Sept lalu manakala surat arahan dari JPS kepada JKKK dikeluarkan bertarikh 6 Okt.

Sementara itu di TELUK INTAN, Suib, 55, dalam laporannya mendakwa Misbahul Munir menyalahguna kuasa dalam pelaksanaan projek pembangunan bernilai RM300,000 di kawasan persawahan Sungai Manik dan Labu Kubong.

Bercakap kepada pemberita di luar pejabat BPR Teluk Intan, Suib mendakwa Misbahul Munir mengarahkan Pengarah JPS menarik balik kerja menyelenggarakan projek pembangunan sawah Sungai Manik daripada pengerusi JKKK Persekutuan dan diserahkan kepada pengerusi (JKKK) yang dilantik oleh kerajaan negeri.

Beliau mendakwa sebanyak 36 pengerusi JKKKP telah menerima tawaran kerja bernilai RM300,000 sebelum ini tetapi telah ditarik balik ekoran arahan berkenaan.

Suib yang juga Pengerusi JKKKP Parit 12A Sungai Manik mengesahkan telah menerima surat daripada Pengarah JPS negeri bertarikh 16 Sept lalu dengan arahan penarikan balik berkuatkuasa 6 Okt lalu.

"Saya berharap tindakan undang-undang dapat diambil terhadap Setiausaha Politik itu...saya membuat aduan ini kerana mendapati tindakan Setiausaha Politik itu telah menyalahguna kuasa dan bersikap tidak adil,” katanya.

Sementara itu, Misbahul Munir menyifatkan dua laporan BPR itu sebagai gimik politik oleh pihak yang ingin menonjolkan diri semasa musim persidangan perwakilan bahagian Umno sekarang.

Dalam sidang akhbar di pejabatnya di sini petang ini, beliau mendakwa surat yang didakwa sebagai bukti salah guna kuasa itu adalah surat biasa daripada Setiausaha Politik bagi memudahkan pengurusan kerajaan negeri.

Beliau berkata surat itu dikeluarkan selepas beliau menerima aduan daripada JKKK yang baru dilantik kerajaan negeri bahawa mereka menghadapi masalah mendapatkan kerja-kerja penyenggaraan tali air, parit dan longkang dari Lembaga Pertubuhan Peladang (LPP).

"Seperti yang berlaku di masa lain, saya telah mengeluarkan surat memohon Pengarah JPS untuk memberikan kerja-kerja terbabit terus kepada JKKK ataupun melalui LPP kepada JKKK...tidak timbul soal mengarahkan kerana saya hanya memohon dan keputusan muktamad adalah ditangan Pengarah JPS, Datuk Ir Abdul Razak Dahalan," katanya.

Beliau mendakwa tindakan Zainol Padzi itu hanya gimik politik murahan Umno untuk mencari apa jua kesilapan yang mungkin dilakukan oleh kerajaan negeri Pakatan Rakyat.

"Sesungguhnya dalam kes surat saya kepada pengarah JPS, saya sesekali-kali tidak pernah mengarahkan diserahkan kerja-kerja selenggaraan parit kepada JKKK yang baru," katanya.

Beliau berkata pengarah JPS juga tidak perlu melaksanakan permintaan yang beliau lakukan itu jika ia salah dan bertentangan dengan etika.

Misbahul Munir berkata beliau sedia disiasat dan dipanggil BPR berhubung dakwaan berkenaan kerana ia adalah tugasan yang dilakukan dalam bidang kuasanya sebagai Setiausaha Politik.

The message to BN is reform to survive

KUALA LUMPUR, Oct 16 – Umno and Barisan Nasional's (BN) continued relevance success depends on a continuation of the reform and openness agenda started by Prime Minister Datuk Seri Abdullah Badawi.

This is the conclusion of Datuk Seri Idris Jusoh, who is one of the ruling coalition's leaders tasked with coming out with a strategy to rejuvenate and rebrand BN following its poor performance in the March general elections.

Idris made a presentation on some of the findings made by him and other leaders to the BN management committee meeting today.

The Terengganu Umno chief, and Gerakan president Tan Sri Koh Tsu Koon, have been given the job of supervising four working committees to look into the rebranding and rejuvenation of BN.

Idris has also just returned from a stint at French business school Insead where he went to research political strategies.

“A preliminary report was discussed today with regards to research and development to address the perception of the public towards BN, on how we can increase our strength and correct our shortcomings,” Koh said today after the meeting.

“The committees were set up four months ago with each being headed by a BN component leader. Today Idris made a presentation and there is still a lot of soul-searching and brainstorming to do.”

In an interview recently, Idris told The Malaysian Insider that his conclusion after the last few months of research and analysis was that openness was key to changing public perception of BN.

“Openness is a good thing, and I am all for it. The advent of new technologies forces everyone to embrace openness, like Datuk Ahmad Shabery said, the alternative media will be the mainstream media soon,” said Idris, referring to the Information Minister's move to engage with the new media.

He believes the idea is Islamic in nature.

“Islam talks about sincerity, integrity. And openness shows that we are sincere in telling the truth,” he told The Malaysian Insider. He said that he will continue with the reform agenda.

“I believe in it so I will do it,” he added.

With Abdullah's decision not to contest the party's presidency and Datuk Seri Najib Razak looking most likely to take over as premier if BN remains in power in March next year, Idris is confident the trend will not be reversed.

“There is no reason for Datuk Seri Najib to stop promoting openness,” said Idris.

“Pak Lah has done well, and I'm proud of him. Despite being pressured by his supporters, Pak Lah willingly gave way to Najib,” he added.

“But his time is up, it is time for a new leadership to take over It's a good generational change,” said Idris when asked on the leadership change.

Idris said he went to Insead on his own accord, but admitted that he learned a lot on how to rehabilitate the party.

“It helped me a lot, on what is happening around the world, and on different leadership styles,” said Idris.

“Look at President Johnson and Thatcher, two different personalities, but suitable for different times, so we need to identify the factors in choosing leadership style,” he added.

He added that the clock is ticking for Umno.

“We got our first call during the general election, then during Permatang Pauh. We cannot afford to get the final call, we won't survive by then,” he told The Malaysian Insider.

Muhyiddin moves to finish off PM

OCT 16 — Buoyed by the overwhelming lead he has secured for the deputy presidency after the first week of nominations from Umno divisions, Tan Sri Muhyiddin Yassin has moved to land a fatal blow on Prime Minister Datuk Seri Abdullah Ahmad Badawi.

Under the latest, and what many thought was the final version of the transition plan, Abdullah announced that he would not stand for re-election in Umno and hand over power when the party’s annual congress officially elects its new leader in March.

Following Abdullah’s announcement, as planned, Datuk Seri Najib Razak, is cruising towards an uncontested win with no one else managing to secure a nomination for the top post thus far. For many in Umno, it is already a foregone conclusion that Najib and Muhyiddin will be the next leadership pair of the party and government.

But until now, there was also widespread acceptance for the postponement of the party congress from December to March in order to give Abdullah some time to finish his promised reforms. It seems that even that is now under question.

When met by reporters today, Muhyiddin said that the campaign period was too long and that this would affect the official work of ministers and deputy ministers aspiring for posts in the party.

Reading between the lines of Muhyiddin’s statement is a clear move to oust Abdullah earlier.

Muhyiddin has been at the forefront of the campaign to get Abdullah to resign after the March general election which initially resulted in the 2010 formula, and then when Muhyiddin felt that he could push it further, he succeeded in orchestrating calls for an earlier handover which finally led to the March 2009 agreement where Abdullah would step down as Prime Minister after the party congress.

Now, Muhyiddin is at it again. Perhaps confident that he has no real challenger for the deputy presidency considering his nearest rival, Malacca Chief Minister Datuk Seri Mohamed Ali Rustam, is trailing far behind in nomination numbers, Muhyiddin is now going for the kill by appealing to Umno members to exert pressure once again on the leadership to bring the date of the congress forward and hence get Abdullah out quicker.

The move is calculated to give an advantage to the current frontrunners who are all perceived to be aligned to the Najib-Muhyiddin ticket — vice-president aspirants Datuk Seri Hishammuddin Hussein and Datuk Seri Shafie Apdal, and Datuk Mukhriz Mahathir who is leading the race for the Youth leadership.

The quicker the congress, where delegates will elect those who make it past the nomination stage, the better the chances are for these frontrunners. If the congress takes place in March 2009 as scheduled, sentiment can turn against those who have taken an early lead.

However, the main point behind Muhyiddin's latest move is that it is designed to cut short Abdullah's extra time in office. It is possible that the latest round of political attacks on Najib has created a sense that the transition must happen quicker before any more damage is done to the incoming premier.

Many Najib supporters feel that he will be better able to handle the accusations if he is already the Prime Minister and that March may be too far away. For Muhyiddin, an earlier Abdullah exit will also see him appointed as Deputy Prime Minister quicker.

Muhyiddin's latest statement comes a few days after a telling photograph was published in a leading Malay-language daily of him, Najib and former premier Tun Dr Mahathir Mohamad sitting together at a Hari Raya open house.

For political observers, the photograph spoke not just a thousand, but a million words. Dr Mahathir wants nothing more than Abdullah being booted out of office sooner than later.

It seems Muhyiddin is about to deliver that for the man who has come out in vocal support for him as Najib's deputy.

Gerakan clarifies statement

KUALA LUMPUR, Oct 16 - Gerakan has clarified the statements of its Wanita chief Datuk Tan Lian Hoe with regards to the Bumiputera status of Malays to Barisan Nasional.

President Tan Sri Dr Koh Tsu Koon added that it would also clarify Tan's statements to Utusan Malaysia which he claims misquoted her in their report with hopes that the newspaper would publish the note of clarification.

"She was quoted as saying that Malays came from Sumatra. But what she actually said was that Malays came from all over the Malay Archipelago and the peninsula," he explained.

"It was a case of misreporting and misunderstanding," he said, adding that the explanation was accepted at a BN Management Committee meeting at Parliament today.

Tan was reported to have reminded Malaysians not to forget the history of their origins besides claiming that the origins of all races in the country were the same.

The Deputy Information Minister was also quoted as having disputed the status of the Malays as the original inhabitants of this country in a programme produced by a pay TV station recently.

However, despite Prime Minister Datuk Seri Abdullah Badawi yesterday stating that Tan should clarify her statements before action, if any, could be decided upon, Sri Gading MP Datuk Mohamad Aziz called for her to step down as deputy minister.

"How can a Wanita chief from a BN component say something that could hurt the feelings of Malays?" he told Dewan Rakyat.

"If I had the power, I would challenge her, if she really is a 'betina' (female), step down as deputy minister," he continued.

At this point, Titiwangsa MP Dr Lo' Lo' Mohamad Ghazali retorted that such statements were due to "BN's racist campaign in the Permatang Pauh by-election."

"This is the price you have to pay," she said, which Mohamad declined to reply to.

Anti-Najib campaign turns racial

KUALA LUMPUR, Oct 16 - The campaign against Datuk Seri Najib Razak has taken racial and religious overtones.

Malaysia Today, the website once operated by jailed blogger Raja Petra Kamarudin, published today what appeared to be a doctored picture of Najib performing religious rites dressed as a Hindu priest.

Accompanying the photograph was an article accusing Najib of using the services of a "faith healer, spiritual leader and voodoo master," known as Guruji.

This latest attack, posted anonymously, appears to be an attempt to drive a wedge between Najib and his most powerful constituency, the Malays.

By appealing to base racial instincts, the campaign against Najib invites comparisons to a similar strategy used successfully for the benefit of the Barisan Nasional coalition in 1990.

In the 1990 election campaign, with the Opposition apparently making inroads into BN strongholds, a photograph showing Tengku Razaleigh Hamzah wearing an East Malaysian headgear was widely distributed just days before polls.

The photograph of Tengku Razaleigh in the headgear, which bore motif similar to a crucifix, is credited with turning away significant numbers of Muslim votes from Semangat 46.

Now, Najib finds himself the brunt of what appears to be a similar campaign.

In the Malaysia Today article, he is alleged to be using Guruji to "neutralise" his enemies. It also alleges Najib and his wife are taking part in Hindu rituals.

The posting is the latest in what is turning into a campaign against Najib which has intensified since Datuk Seri Abdullah Ahmad Badawi announced he would not defend his Umno presidency next March.

Abdullah's decision appears to pave the way for Najib to become Umno president, and by convention the prime minister if BN remains in power.

Last week, the website posted a series of text message exchanges between Najib and Datuk Shafee Abdullah, the lawyer who initially represented Abdul Razak Baginda, who was eventually charged for abetment in the murder of Mongolian model Altantuya Shaariibuu.

Razak is a confidante of Najib and the SMS exchange appeared to imply the possibility that the deputy prime minister had interfered in investigations.

Najib has denied any abuse of power despite widespread criticism from Opposition parties who have called for an official investigation.

This week, a separate posting on Malaysia Today also published a letter from a local defence contractor alleging irregularities in the awarding of a contract to Eurocopter by the Defence Ministry while Najib was still the minister in charge.

PM Abdullah, who recently took over the defence portfolio, said yesterday he would be asking for a thorough briefing on the matter from Defence Ministry officials.

But despite the campaign against him, Najib remains the favourite candidate to become the next Umno president.

Kes Bunuh Dan Rogol Nurul Huda: Mohd Abbas Terlepas Hukuman Mati

PUTRAJAYA, 16 Okt (Bernama) -- Bekas pengawal keselamatan, Mohd Abbas Danus Baksan, yang didapati bersalah membunuh budak perempuan berumur 10 tahun, Nurul Huda Abdul Ghani di Johor empat tahun lepas, terlepas daripada hukuman mati selepas Mahkamah Persekutuan mengenepikan sabitan dan hukuman itu.

Mahkamah, bagaimanapun, mengekalkan hukuman penjara 20 tahun dan 24 sebatan dengan rotan yang diputuskan Mahkamah Sesyen Johor Baharu bagi kesalahan merogol budak prempuan itu, yang Mohd Abbas mengaku bersalah. Namun dia terlepas hukuman sebatan kerana dia kini berumur 52 tahun.

Semasa membenarkan rayuan Mohd Abbas, Presiden Mahkamah Rayuan Tan Sri Zaki Tun Azmi berkata beliau bersetuju dengan hujahan pembelaan bahawa terdapat orang ketiga yang terlibat dalam kes itu.

"Dengan itu semua keterangan keadaan yang dikemukakan pihak pendakwaan tidak menunjukkan yang kesalahan itu dilakukan sepenuhnya oleh perayu (Mohd Abbas)," katanya semasa memansuhkan keputusan Mahkamah Rayuan dan Mahkamah Tinggi.

Bersidang bersama-sama dengan Hakim Zaki ialah Hakim Besar Malaya Tan Sri Alauddin Mohd Sheriff dan Hakim Mahkamah Persekutuan Datuk Aziz Mohamad.

Mohd Abbas kelihatan tergamam selepas jurubahasa mahkamah menjelaskan keputusan itu kepadanya.

Mahkamah Tinggi Johor Baharu pada 27 Ogos, 2004, mendapati dia bersalah membunuh Nurul Huda di pondok pengawal keselamatan pencawang utama Tenaga Nasional Berhad di Kampung Pekajang, Tanjung Kupang, Johor Baharu antara 9.20 pagi dan 1 tengah hari pada 17 Jan, 2004.

Dia juga dijatuhi hukuman penjara 20 tahun dan 24 sebatan dengan rotan oleh Mahkamah Sesyen Johor Baharu pada 26 Jan, 2004, selepas dia mengaku bersalah merogol budak perempuan itu.

Mayat Nurul Huda dalam keadaan bogel ditemui dalam tandas pondok pengawal itu. Budak perempuan itu sebelum itu pergi ke kedai yang terletak kira-kira 500 meter dari rumahnya untuk membeli barangan.

Mohd Abbas memohon mendapatkan penghakiman daripada Mahkamah Persekutuan selepas Mahkamah Rayuan menolak rayuannya terhadap sabitan dan hukuman itu pada 3 Julai, 2006.

Semalam, peguam yang mewakili Mohd Abbas, Jagdish Kaur, berhujah terdapat orang ketiga terlibat dalam kes itu dan Mohd Abbas dalam keteranganya berkata dirinya dan dua lelaki lain bernama Suyaimi Mohd Zin dan "Jojo" merogol budak perempuan itu.

Katanya pertuduhan asal di Mahkamah Majistret, menyatakan Mohd Abbas melakukan kesalahan itu bersama-sama dua lagi lelaki tetapi selepas kes itu dihadapkan ke Mahkamah Tinggi, hanya nama Mohd Abbas disebut.

Hari ini, Timbalan Pendakwa Raya Mohamad Hanafiah Zakaria berhujah berdasarkan keterangan, jelas menunjukkan Mohd Abbas telah membunuh Nurul Huda kerana hanya dia seorang yang bekerja di pondok pengawal itu dan keengganannya membenarkan polis dan abang Nurul Huda masuk ke pondok itu untuk menyiasat menunjukkan yang dia menyembunyikan sesuatu.

Katanya hakikat yang Suyaimi atau mana-mana orang lain tidak didakwa bersama-sama dengan Mohd Abbas menunjukkan yang pendakwaan tidak mempunyai bukti terhadap mereka.

Hakim Zaki berkata terdapat banyak lompang dalam kes pendakwaan dan penyiasatan pihak pendakwaan juga tidak lengkap.

"Adalah menjadi tanggungjawab pendakwaan untuk membuktikan pembunuhan itu. Tugas pihak pembelaan ialah untuk menimbulkan keraguan," katanya.

MIC Usahakan Pembebasan Lima Pemimpin HINDRAF

MIC akan berusaha mendapatkan pembebasan lima pemimpin Hindu Rights Action Force (Hindraf) yang ditahan mengikut akta Keselamatan Dalam Negeri (ISA) sejak Disember tahun lepas, kata presiden parti Datuk Seri S.Samy Vellu.


"Kami kesian kepada lima orang ini kerana keluarga mereka dan lain-lain telah membangkit perkara ini (berkaitan pembebasan). Sebagai (sifat) kemanusiaan kita ambil tindakan untuk (berusaha) mendapat pembebasan mereka," katanya selepas mesyuarat Jawatankuasa Kerja Pusat MIC di ibu pejabat parti di sini hari ini.



Samy Vellu berkata demikian sebagai mengulas tindakan kerajaan semalam mewartakan Hindraf sebagai pertubuhan haram. Lima yang ditahan ialah R. Kengadharan, 41, M. Manoharan, 47, V.Ganabatirau, 35, P. Uthayakumar, 47, dan K. Vasantha Kumar, 35.



Samy Vellu juga berkata beliau akan membangkitkan kepada Timbalan Perdana Menteri Datuk Seri Najib Tun Razak beberapa masalah termasuk kedudukan 22 sekolah Tamil yang dirancang dibina dengan kos RM30 juta tetapi kini menghadapi masalah akibat kenaikan kos mencecah lebih RM100 juta.



Katanya, MIC juga akan mengadakan Rumah Terbuka Deepavali pada 27 Okt di Dewan Merdeka, Pusat Dagangan Dunia Putra (PWTC) mulai pukul 10 pagi hingga 1 tengah hari.

this - "ISA: where they catch the good people" came from a 6 years old boy. what an apt description eh!

this boy accompanied her mother, who is a SSVP member to our SSVP formation in pulau jerejak last week. i was wearing the abolish ISA badge all the time. at one stage, he saw me with the badge and he shouted "ISA!".

so i approached him and asked "do you know what is the ISA?"

he replied "yes! they catch the good people one."

later on when i approached his mother, his mother was amused and surprised. see, the mother did not taught him to say that. maybe he picked up conversations at his home between the adults talking about ISA and came to the definition himself.

yes, ISA catch the good people indeed. why took in the sin chew reporter instead of ahmad ismail? why took in teresa kok instead of khir toyo? then we have one very ‘good people’ - RPK being detained too!

it’s time to abolish the ISA! to penangites, don’t forget this friday, is the last week of the anti isa candlelight vigil. come and show your solidarity (btw i did go for last week’s vigil and had in fact blog about it twice, complete with pictures, but the post vanished into thin air!). now i’m not going to made long posts as i’m still scared of my blog getting screwed up.

anyway for the next 3 days there might be slow or none at all blogging from me as i’ll be away from home. hopefully i can get internet access, then can blog a little.
